HomeMy WebLinkAboutPlanning Comm min 1995/02/15 MINUTES OF A WORKSHOP MEETING OF THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA Conference Rooms 2/3 5:30 p.m. Public Services Building Wednesday, February 15, 1995 276 Fourth Avenue, Chula Vista ROLL CALL COMMISSIONERS PRESENT: Chair Tuchscher, Commissioners Fuller, Martin, Ray, Salas, Tarantino, and Willett COMMISSIONERS ABSENT: None STAFF PRESENT: Assistant Planning Director Lee, Project Team Staff: Special Projects Manager Jamriska, Senior Planner Rosaler, Senior Civil Engineer Thomas ITEM 1: UPDATE ON OTAY RANCH SPA AND PRESERVE OWNER MANAGER (POM) Special Projects Manager Jamriska, with the assistance of Senior Planner Rosaler, gave an update on the Otay Ranch SPA, specifically discussion of Study Area 9 which the Otay Ranch Team would be recommending that the Commission consider as being within the City of Chula Vista's sphere of influence. Referring to a Gantt chart, Mr. Jamriska discussed the timeline for the processing of the various phases of SPA I; the statistics for Villages 1 and 5, which included single family, multi-family, community facilities, neighborhood parks, retail, schools, open space, and circulation; and project comparisons with other subdivisions. Mr. Jamriska then discussed the timeline and the tentative process leading to the selection of the Preserve Owner/Manager with the projected approval date of May 23, 1995. He distributed a hand-out describing the desirable qualifications for the Preserve Owner/Manager. ITEM 2: UPDATE ON SR-125 Senior Civil Engineer Thomas introduced the subject by providing a brief description of the growth occurring in eastern Chula Vista, and that the roadway system will be approaching capacity in the near future. The primary problem was identified as being the uncertainty as to whether the "toll road" would be constructed in time. PC Minutes -2- February 15, 1995 Mr. Thomas then described the adopted program consisting of widening five roadway segments and constructing two new segments to supplement existing capacity. Implementation of the program would push the capacity problem back from year 2000 to at least 2008, and probably to 2010 or further. This would give the City more breathing space to work with CalTrans and SANDAG to get the freeway/toll road constructed. Following this discussion, Mr. Thomas described briefly the proposed financing of the $28 million facility through developer fees, and anticipated construction phasing, beginning about 1999, to be completed in about 2004. ITEM 3: APPOINTMENT OF PLANNING COMMISSION REPRESENTATIVE TO BEAUTIFICATION AWARDS COMMITTEE MSUC to appoint Commissioner Mary Salas to the Beautification Awards Committee.
