HomeMy WebLinkAboutPlanning Comm min 1995/06/21 MINUTES OF A WORKSHOP MEETING OF THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA Conference Rooms 2/3 5:30 p.m. Public Services Building Wednesday, June 21, 1995 276 Fourth Avenue, Chula Vista ROLL CALL COMMISSIONERS PRESENT: Chair Tuchscher, Commissioners Fuller, Ray, Salas, Tarantino, and Willett COMMISSIONERS ABSENT: None STAFF PRESENT: Assistant Planning Director Lee, Project Team Staff: Jerry Jamriska, Beverly Luttrell, Julia Matthews, Rick Rosaler, Bill Ullrich, and Linda Bond ITEM 1: OTAY RANCH UPDATE Special Planning Projects Manager Gerald Jamriska introduced the members of the Otay Ranch Team and gave a history of the project and update. Senior Planner Rick Rosaler followed by discussing the overall design plan and the village design plans. Senior Civil Engineer Ullrich discussed the traffic analysis, the sewerage master plan, drainage master plan, sub area master plan regarding water and reclaimed water, and the water conservation plan. Also discussed was the public facility financing plan focusing on the fiscal impact analysis; and the parks, recreation, open space and trails plan. Julia Matthews focused on the regional facility report objective and the regional facilities considered. Mr. Jamriska continued by addressing Phase 2 of the Resource Management Plan which included discussion relating to the Preserve Owner/Manager. He also talked about the Preserve Conveyance Program and Preserve Funding Program including the ongoing California Gnatcatcher and Cactus Wren Study, Otay Valley parcel/SPA One Cultural Resources Survey and site testing, vernal pool management plan, range management plan/agricultural plan, Coastal Sage Scrub restoration plan, vernal pool study, wildlife corridor study, raptor study, SPA One and biological data base. PC Minutes -2- June 21, 1995 Julia Matthews followed by discussing the non-renewable energy conservation plan and the affordable housing plan, and Rick Rosaler talked about the geotechnical reconnaissance report. Gerald Jamriska discussed the SPA One EIR schedule, contents and alternatives including analyses of transportation, noise, air quality, biological resources, cultural resources and geology assessment. Beverly Luttrell concluded by apprising the Commission of the Planned Community regulations. There was minimum discussion by the Commission because of the time limitation.
