OF THE CITY PLANNING COMMISSION OF
CHULA VISTA, CALIFORNIA
April 28, 1982
A regular business meeting of the City Planning Commission of Chula Vista,
California was held on the above date beginning at 7:00 p.m. in the Council
Chambers, Public Services Building, 276 Fourth Avenue.
Commissioners Present: Pressutti, R. Johnson, Green, Williams, G. Johnson
and Stevenson
Commissioners Absent: O'Neill (with previous notification)
Staff Present: Director of Planning Peterson and Secretary Mapes
The pledge of allegiance to the flag was led by Chairman Pressutti, and was
followed by a moment of silent prayer.
APPROVAL OF MINUTES
MSUC (Stevenson-R. Johnson) The minutes of the meeting of April 14, 1982 be
approved as mailed.
ORAL COMMUNICATIONS
Chairman Pressutti called for oral communications and none were presented.
1. PUBLIC HEARING: Consideration of conditional use permit PCC-82-15 to
establish a warehouse facility for produce at North
Fourth and future Brisbane in I-L zone - Big Bear Markets
Director of Planning Peterson reported that the City Council accepted the
recommendation of the Planning Commission to change the General Plan designation
of the subject property from Retail Commercial to Limited and Research Industrial.
The Council will consider rezoning the property to I-L on May 11th. The
conditional use permit under consideration is for a warehouse and distribution
center for Big Bear Markets.
Mr. Peterson reported that the staff's concern with regard to industrial
development in this area relates to the effect of noise on the mobile home park
located directly to the east. This concern was addressed by the Environmental
Review Committee, including the review of an acoustical report submitted by
the applicant. The acoustical report contained measurements of existing noise
levels taken at two other existing Big Bear distribution centers. As a result
of that report, the applicant revised the site plan to reorient the building
so that the primary loading dock would be on the west side of the building,
with some loading on the north end with a wall extending out to buffer the

loading area from the mobile home park. With that reorientation of the
building the acoustical report concluded that the noise level at the property
line of the mobile home park would be reduced to 52 decibels for trucks and
refrigerator units and impact noises from lifts would be reduced to 56 dB which
could be further reduced by cushioning. The report indicated that the ambient
noise level on North Glover is 50 dB and goes up to 70 dB when a car passes the
mobile home park, so the noise levels expected from the operation of the ware-
house will not be much different than the ambient noise level during the day time.
Mr. Peterson called attention to the list of 10 conditions recommended for
approval of the conditional use permit.
This being the time and place as advertised, the public hearing was opened.
Larry Maybee, vice president of Big Bear Markets, expressed concern that the
wording in condition "j" was too broad to be interpreted. He advised they would
expect to meet all noise regulations set forth in the Municipal Code.
Mr. Maybee also requested that condition 'b' requiring the closure of driveways
on North Glover Avenue be revised to limit those driveways to passenger vehicles.
He pointed out that under their site plan, employee parking would be located
on the east side of the building and it would facilitate their access to come
in from Glover Avenue rather through the truck circulation area from Brisbane
Street. It was pointed out that Glover Avenue is presently posted to restrict
truck travel.
Mr. Maybee described the process of handling produce within their warehouse,
pointing out that Big Bear trucks will be parked at the loading dock on the
west side of the building until they are loaded to make the deliveries. Trucks
bringing the produce in from the field will be unloaded on the north end of
the building, from which point the produce enters the cooler area until it is
reloaded on to the Big Bear trucks. The produce is brought to the warehouse
in the evening hours and loaded on to the delivery trucks before 6:00 a.m.,
so restricting all activity during night time hours to the west side of the
warehouse would hinder this operation. He reported that the buffer wall
extending past the north end of the building will be 18 feet in height.
The Commission discussed the conditions with the applicant and the Director
of Planning and agreement was expressed on the following revisions to the
recommended conditions: Condition a, to limit access for trucks to Brisbane
Street; condition b, to limit the two driveways on North Glover Avenue to
passenger vehicles, and to be so posted by the applicant; condition h relating
to night time activity to be deleted; and condition j to be reworded to state,
"Any noise in excess of that projected in the acoustical study or any trucks
using Glover in violation of posted signs, which are reported to the Planning
Department, shall be reviewed by the Department and a recommendation made to
the Planning Commission for action as necessary.
In discussing the possibility of a noise impact on the mobile home park, it was
pointed out those residents will protect their rights as they have in the past.
Thurman Byars, engineer for Big Bear Markets, pointed out that the finding
under paragraph 3 indicates the structures will be raised above the 100 year
flood level. He advised that is not their intent, but that the finished floor

of the warehouse building will be above the 100 year flood level while the
parking and graded l~t area outside of the building will remain lower than the
100 year flood level. He contended this would have less of an impact on
adjacent areas in the event of flooding conditions.
Mr. Peterson advised that the finding would be acceptable if changed to read,
"The finished floor of the main warehouse building will be raised above the
100 year flood level."
As no one else wished to speak, the public hearing was closed.
MSUC (Stevenson-R. Johnson) The Commission finds that this project will have no
significant environmental impact and adopts the Negative Declaration issued on
IS-82-7 together with the mitigating measures.
MSUC (Stevenson-R. Johnson) Based on the findings as set forth, the Commission
approves conditional use permit PCC-82-15 to establish a distribution and
warehouse facility for the Big Bear Markets at Brisbane Street and North Glover
Avenue subject to the conditions as recommended with the revisions discussed
and agreed upon during the hearing.
Mr. Peterson advised that at the Council meeting on April 27th the Council
approved the General Plan Amendment to change the designation of this property
to Light Industrial use, but in doing so they expressed a desire to consider
the conditional use permit as it relates to site planning. This will require
an appeal by the City Clerk to schedule it for hearing before the City Council.
DIRECTOR'S REPORT
Director of Planning Peterson reported that no applications have been scheduled
for consideration on May 12th and that meeting may be cancelled if it is the
Commission's desire. The Commission concurred with cancelling the meeting
of May 12, 1982.
COMMISSION COMMENTS
Chairman Pressutti reminded the Commission of his request to be excused from
the meeting of May 19th since he will be in Washington, D. C. during that week.
ADJOURNMENT
Chairman Pressutti adjourned the meeting at 7:43 p.m. to the meeting of May 19,
1982.
