HomeMy WebLinkAboutPlanning Comm min 1981/04/08 MINUTES OF A REGULAR BUSINESS MEETING OF THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA April 8, 1981 A regular business meeting of the City Planning Commission of Chula Vista, California was held on the above date beginning at 7:00 p.m. in the City Council Chambers, Public Services Building, 276 Fourth Avenue. Commissioners present: Pressutti, Williams, R. Johnson, Smith, G. Johnson, O'Neill and Stevenson Commissioners absent: None Staff present: Director of Planning Peterson and Secretary Mapes. The pledge of allegiance to the flag was led by Chairman Pressutti, followed by a moment of silent prayer. APPROVAL OF MINUTES MSUC (R. Johnson-Stevenson) The minutes of the meeting of March 25, 1981 be approved as written. ORAL COMMUNICATIONS Chairman Pressutti called for oral communications and none were presented. 1. Consideration of request for extension of time on conditional use permit PCC-80-15 for Snug Harbor condominiums, 325-345 "K" Street Director of Planning Peterson reported that this conditional use permit was approved by the Planning Commission on April 23, 1980. Since it has not been used it would expire unless an extension of time is approved. The permit authorizes the construc- tion of 20 apartment units on the north side of "K" Street, west of Third Avenue, in the C-O and C-C zones. The applicant has not been able to obtain suitable financing for the development and is asking for an extension of time. Since conditions in the area have not changed, it is recommended that the permit be extended for one year. MSUC (R. Johnson-O'Neill) Conditional use permit PCC-80-15 is extended for one year, to expire on April 23, 1982. 2. PUBLIC HEARING: PCA-81-5, Zoning text amendment to allow the placement of mobile homes on R-1 lots Director of Planning Peterson advised that this amendment is necessary because of state legislation passed last year, to become effective on July I of this year, -2- April 8, 1981 making it mandatory for cities to allow mobile homes to be placed on single family lots. The state law does allow cities to specify certain kinds of lots or certain locations that would be desirable for that use, but the staff believes it would be difficult to single out individual lots to be designated for that use and recommends allowing mobile homes to be placed on any R-1 lot, on lots in the P-C zone that are designated for single family use, and in the Agricultural zone. Mobile homes should not be permitted in the R-E, R-2 or R-3 zones due to the difference in housing types associated with those zones. The state law also specifies that cities cannot place any additional requirements on mobile homes beyond what is required for normal conventionally built homes in the R-1 zone. For that reason it was concluded that eave overhangs should not be required on mobile homes because some types of architecture used for single family homes do not include eave overhangs. It is not anticipated that mobile homes on individual lots will be widely used in this city and a person placing a mobile home in an already developed neighborhood would probably make it aesthetically compatible with existing homes. In addition to including the use of mobile homes in the proper zones, and revising the section that describes such use, the proposed amendment also amends the definition section of the code to set forth the difference in various types of trailers and coaches. Noting that such mobile homes must be placed on a permanent foundation and be accompanied by a two car garage, Commissioner Stevenson asked if it would be advisable to include in the ordinance a provision for the prompt removal of such foundation and garage in the event a mobile home is removed. Mr. Peterson expressed the opinion that such requirement should not be included in zoning regulations but could be added to the health and safety regulations chapter of the code if that were determined to be appropriate. In response to a question from Commissioner Smith, Mr. Peterson affirmed that mobile homes could be placed on the smaller R-1 lots but would have to meet the normal setback requirements for the R-1 zone and include the construction of a two car garage. This being the time and place as advertised, the public hearing was opened. As no one wished to speak, the public hearing was closed. Commissioner O'Neill expressed support for this amendment, noting that it is an opportunity to provide homes at a more reasonable price than currently available. MSUC (O'Neill-R. Johnson) The Commission recommends that the City Council enact an ordinance amending various sections of the Municipal Code to allow for mobile homes on single family lots and make certain other changes as shown on Exhibit "A" attached to the staff report. DIRECTOR'S REPORT Director of Planning Peterson noted that next week's study session is scheduled to begin at 5:00 p.m. and be followed by dinner at 7:00. One item suggested for discussion is the cost of electricity vs. gas for residential use. -3- April 8, 1981 Mr. Peterson also called attention to the League of California Cities dinner meeting on April 16, to be hosted by National City. The program speaker will be Dr. Ernest Griffin who is a cultural geographer and Head of the Department of Geography at San Diego State. Dr. Griffin is an expert on Mexican and Latin American culture. Reservation requests should be made to the City Clerk's office by tomorrow if any Commissioners wish to attend that meeting. COMMISSION COMMENTS Commissioners Williams, Stevenson and R. Johnson indicated they will not be able to attend the study session next week. Chairman Pressutti suggested cancelling that meeting and scheduling a dinner study session when all Commissioners can be present. The Commission concurred and the dinner study session was postponed from April 15 to May 20. Commissioner G. Johnson reported that she had noticed an item in the paper about proposed legislation, either state or federal, to permit the placement of temporary buildings in the back yard area of single family homes for use by senior citizens, 65 years of age and over, and these would be called "granny houses." ADJOURNMENT Chairman Pressutti adjourned the meeting at 7:30 p.m. to the next regular meeting on April 22, 1981. Respectfully submitted, Helen Mapes, Secretary
