HomeMy WebLinkAboutPlanning Comm min 1981/01/14 MINUTES OF A REGULAR BUSINESS MEETING OF THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA January 14, 1981 A regular business meeting of the City Planning Commission of Chula Vista, California was held on the above date beginning at 7:00 p.m. in the City Council Chambers, Public Services Building, 276 Fourth Avenue. Commissioners present: Pressutti, R. Johnson, G. Johnson, O'Neill, Smith, Stevenson and Williams Commissioners absent: None Staff present: Director of Planning Peterson and Secretary Mapes The pledge of allegiance to the flag was led by Chairman Pressutti, followed by a moment of silent prayer. APPROVAL OF MINUTES MSUC (Stevenson-O'Neill) The minutes of the meeting of December 10, 1980 be approved as written. Commissioner Smith abstained due to his absence from that meeting. ORAL COMMUNICATIONS Chairman Pressutti called for oral communications and none were offered. 1. Consideration of request for extension of time on tentative subdivision map for Chula Vista Tract No. 79-17, Kimball Terrace Director of Planning Peterson reported that this tentative map was approved by the City Council in August, 1979. The applicant has not been able to file the final map and has asked for a one year extension. Conditions in the area have not changed and it is recommended that the tentative map be extended for one year--to February 7, 1982. MSUC (R. Johnson-O'Neill) The tentative subdivision map for Chula Vista Tract No. 79-17, Kimball Terrace, be extended for a one year period, to expire on February 7, 1982. 2. PUBLIC HEARING: Conditional Use Permit PCC-81-7 - Request to locate church within shopping center at Brandywine & Sequoia in P-C zone - Calvary Chapel of Chula Vista Director of Planning Peterson advised that Calvary Chapel has submitted an application to use a portion of an existing building in a neighborhood shopping center to hold church services, Sunday School and related social functions. -2- January 14, 1981 A portion of the 6800 sq. ft. building is occupied by a 7-Eleven market, but the owner has not been successful in attracting other commercial tenants to this site, and has indicated his willingness to rent about 4400 sq. ft. of the building for the church use. The applicant has submitted floor plans which indicate about 2,000 sq. ft. would be used for a sanctuary, with the remainder devoted to classrooms, a nursery and offices. There are sufficient parking spaces on the site to meet the requirements for the seating capacity proposed in the sanctuary. It is recommended that the request be approved subject to three conditions, including a time limitation of three years. After that time if there is a market for commercial occupancy, this use should be discontinued. Commissioner G. Johnson commented on the unfinished interior of the building and asked if that should be included as an additional condition. Mr. Peterson advised that fulfillment of all Building Code requirements would be administered by the Department of Building and Housing. He also noted that Fire Code restrictions may require some modification to the building to make it acceptable for this type of use. Commissioner O'Neill reported that a visit to the site revealed that the building is already being devoted to this use. This being the time and place as advertised, the public hearing was opened. The pastor of Calvary Chapel affirmed that they have used the building for services the past two Sunday mornings because the public school building in which they had been meeting is no longer available for their use. They had been unable to find another meeting place and since their application to use this site had been submitted in December they obtained permission from the owner to use the building for the two weeks. As no one else wished to speak, the public hearing was closed. MSUC (R. Johnson-Williams) The Commission finds that the proposed use will have no significant environmental impact and adopts the Negative Declaration on IS-81-23. MSUC (R. Johnson-Williams) Based on the findings stated in the report, the Commission approves conditional use permit application for the church use subject to the following three conditions: 1. This conditional use permit shall be valid for a period of three years and will expire on January 14, 1984 unless an extension is requested and granted prior to the expiration date. 2. NO activity shall extend beyond the hour of 11:00 p.m. 3. All signs shall be subject to the approval of the Zoning Administrator. -3- January 14, 1981 DIRECTOR'S REPORT Director of Planning Peterson reported that development activities are in a slack period and no public hearings have been scheduled for the next regular business meeting. It is suggested that the study session, regularly scheduled for next week, be cancelled and rescheduled for the fourth Wednesday in the month. The Commission expressed concurrence and the Chairman announced that the study session will be held at 5:00 p.m. on January 28. COMMISSION COMMENTS Commissioner G. Johnson requested that the study session include a report on the Council action with regard to a moving allowance in the event of condominium conversion. Commissioner Stevenson reported that he had observed a cloth sign hanging from the top of the Ramada Inn building at 1-805 and Bonita Road proclaiming the building offers commercial rates. He felt this is detrimental to the appearance of the building. Mr. Peterson affirmed that such a sign is not in keeping with the ordinance and the staff will check it out. Commissioner Stevenson asked about the status of the request for an additional staff member in the Planning Department to work on a revision of the General Plan. Mr. Peterson advised that request was approved by the Council last night. ADJOURNMENT Chairman Pressutti adjourned the meeting at 7:20 p.m. to the study session to be held at 5:00 p.m. on January 28.
