HomeMy WebLinkAboutPlanning Comm min 1979/10/24 MINUTES OF A REGULAR BUSINESS HEETING OF THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA October 24, 1979 A regular meeting of the City Planning Commission of Chula Vista, California was held on the above date beginning at 7:00 p.m. with the following members present: Smith, Pressutti, G. Johnson, R. Johnson, Stevenson and Williams. Absent (with previous notification): Commissioner O'Neill. Also present: Supervisor of Current Planning Lee, City Engineer Lippitt, Assistant City Attorney Harron and Secretary Hapes. APPROVAL OF MINUTES MSUC (R. Johnson-Stevenson) The minutes of the meeting of October I0, 1979 be approved as written, copies having been mailed to the Commission. ORAL COM~IUNICATIONS Chairman Smith called for oral communications and none were presented. 1. PUBLIC HEARING (Cont.): Tentative subdivision map for Chula Vista Tract 79-12, Hudson Valley Estates Unit 2 Current Planning Supervisor Lee noted the location of the 2½ acre parcel on the east side of Second Avenue, approximately 1250 feet north of Second Avenue. Development of the site will necessitate the extension of Las Flores Drive in order to have access. The property is about 400 feet north of Hudson Valley Estates Unit 1, which has an approved tentative map but has not reached the development stage. The change in elevation between Second Avenue and the lowest portion of this site is about 70 feet, with approximately 40% of the site subject to inundation during a 100 year flood. The elevation within that area must be raised so it will not be subject to flooding. The applicant and project engineer have contacted adjacent property owners in an attempt to reach an agreement for grading the entire area and for the formation of a 1911 Act District for the installation of public improvements. It is their feeling such an agreement will be reached. Hudson Valley Estates Unit I and 2 are both required to make a connection with the Metropolitan Sewer line, which will require offsite extension to reach the nearest line. It is felt such a connection is a year to a year and a half away as there are still some problems in that regard due to necessary right of way acquisition. Mr. Lee displayed the map showing the division of the property into 9 lots, with two fronting on Second Avenue, four on the extension of Las Flores Drive, and three developed as panhandle lots with a 21 foot easement from Las Flores. -2- ~ October 24, 1979 The staff report lists conditions and findings for the approval of the tentative map. In response to a question from Commissioner Stevenson, Mr. Lee affirmed that the undergrounding of on-site utilities is an ordinance requirement for all new development. Commissioner G. Johnson suggested the need to prohibit the conversion of garages in this development. Mr. Lee pointed out such conversion is prohibited by ordinance for the panhandle lots and the site elevation will be raised to preclude the possibility of flooding in garage areas. This being the time and place as advertised, the public hearing was opened. As no one wished to speak, the public hearing was closed. MSUC (Stevenson-G. Johnson) The Commission adopts the Negative Declaration on IS-79-58 and finds that this project will have no significant environmental impact. MSUC (Stevenson-G. Johnson) Based on the findings in the staff report, the Commission recommends approval of the tentative subdivision map for Chula Vista Tract 79-12, Hudson Valley Estates No. 2, subject to the conditions enumerated in the staff report. 2. PUBLIC HEARING: Tentative subdivision map for Chula Vista Tract 80-4 Twin Oaks Condominiums, 203 Twin Oaks Avenue Current Planning Supervisor Lee reported that this map would permit the conversion of 10 existing apartment units and the construction of 14 new units on a parcel at the northeast corner of Twin Oaks Avenue and "E" Street to comprise a 24 unit condominium. The plans for the 14 additional units in two 3-story structures have been approved by the Design Review Committee. The plans comply with all condominium standards with regard to open space, parking and storage. In the new structures the ground floor will be devoted to parking and utility areas, with living units located on the second and third floors. Storage for the existing units will be built into the private patio areas and the new units will have the required storage located in the private balcony area of each unit. Findings for approval of the tentative map are stated in the staff report. This being the time and place as advertised, the public hearing was opened. Charlotte McBride, resident on Twin Oaks Avenue, indicated she had no objection to this development, but came to the hearing out of interest to see the architecture of the three story structures. Mr. Lee advised he did not have plans to display on the projector, but had a set of plans as approved by the Design Review Committee, which the Commission and Miss mcBride could inspect. The drawings were displayed and viewed by the Commission. As no one else wished to speak, the public hearing was closed. -3- October 24, 1979 MSUC (R. Johnson-Stevenson) Based on the findings as stated in the staff report, the Commission recommends the approval of the tentative subdivision map for Chula Vista Tract 80-4, Twin Oaks Condominiums, subject to the condition that a construction permit be obtained for the wheelchair ramp and driveway on "E" Street prior to approval of the final map. DIRECTOR'S REPORT Current Planning Supervisor Lee noted that the Commission has expressed an interest in cancelling the regular business meeting of December 26. Minute action by the Commission is required in order to cancel a meeting. MSUC (G. Johnson-Stevenson) The Planning Commission meeting regularly scheduled for December 26, 1979 shall be cancelled. Mr. Lee also advised that the third Wednesday in November, which would normally be a study session dinner meeting, falls on the night before Thanksgiving. He asked for direction from the Commission as to whether they wished to hold that meeting. He indicated such a study session would probably be devoted to a discussion of CEQA requirements and procedures. The Commission concurred they would prefer not to hold a study session the night before Thanksgiving, and to devote time for discussion at the next business session that does not have a lengthy agenda. Mr. Lee announced that the annual banquet for Boards and Commission members will be held on Thursday, November 8th. Each Commissioner is entitled to two compli- mentary tickets to that function and if any Commissioner does not receive the tickets a call should be made to the office of the City Clerk.
