The pledge of allegiance to the flag was led by Chairman Carson and was followed
by a moment of silent prayer.

- Chairman Carson reviewed the composition of the Planning Commission, its
responsibilities and the format of the meeting.

1. PUBLIC HEARING: PCM-89-2 CONSIDERATION OF A PROPOSED PRECISE PLAN
WITHIN THE IL-P ZONE FOR OTAY RIO BUSINESS PARK -
OTAY RIO BUSINESS PARK (CONTINUED)
Assistant Planner Schilling stated item was a request for approval of a precise
plan for a 211-acre subdivision located on the west side of Otay Valley Road,
south of the Otay River, and in the extreme southeast corner of the City of Chula
Vista. Using overhead projections she indicated that the property was divided
into three zones; the bulk of the property is in an IL-P zone (±132 acres); the
northwest corner is zoned A-8 and F-1 reflecting its inclusion in the flood plain
and the floodway for the Otay River and is committed to open space (riparian
habitat); and the southern half of the property is zoned A-8 and contains very
steep slopes which are committed to an open space maintenance district.
Staff recommends approval subject to the conditions of approval which represent
minor adjustments to the precise plan guidelines to bring them into conformance
with other documents like the Tentative Subdivision Map and the Environmental
Review Guidelines of the City. Ms. Schilling pointed out that there were
provisions for allowing specified commercial uses within Lot 3 as part of an
approval of a Master Conditional Use Permit. Some of the suggested uses
mentioned include restaurants, banks and other business service support
enterprises as an accessory to the industrial park use. All new construction
would require Design Review approval in addition to the Master Conditional Use
Permit. The setbacks and the landscape buffers applied in the Precise Plan
specifically reflect the property's visual exposure from the Otay River and Otay
Valley Road. The landscape standards are provided through the Master Landscape
Plan as shown in pages 15 through 22 of the Guidelines.
The project had been continued from the previous Planning Commission meeting
to allow the applicant to confer with an adjacent property owner, United
Enterprises, over street improvement requirements and additional road width
dedication. The project being reviewed addresses only the internal design of
the business park as the road width requirements were decided at the time of
the Tentative Map consideration by the Council in July, 1987 and by the Planning
Commission in June, 1987.
This being the time and the place as advertised, the public hearing was opened.
Tony Ambrose, 4877 Viewridge Ave., San Diego, CA 92123, HCH Partners representing
Chillingworth, stated that they had been working with staff on this plan, are
comfortable with the conditions and concur with all that has been presented.
He indicated his willingness to answer any questions.
No one else wishing to speak, the public hearing was closed.
MSUC (Fuller/Cannon) 5-0, Grasser out, that based on the findings contained in
Section D of the report, to approve the proposed precise plan for Otay Rio
Business Park subject to conditions of approval "a" through "d" contained in
the staff report.

Commissioner Shipe commented that he liked the 5:00 starting time and staff might
keep that in mind.
