SUBMITTED BY: (4/Sths Vote: Yes___ No~) The City.s negotiating team has concluded a Memorandum of Understanding (MOU) with the Chula Vista Employees Association (CVEA). The new MOU provides for a salary increase and several procedural modifications. RECOMMENDATION: Adopt resolution. . BOARD/COMMISSION RECOMMENDATION: N.A. DISCUSSION The 1981-82 MOU includes the following major changes: 1. 8.5% salary increase effective July 10, 1981 for all represented employees .. .... 2. Health and l~elfare - The City currently provides employee-only health coverage. The City will now provide one half the premium for dependents' coverage for the designated Travelers Comprehensive Medical Expense Benefit Plan or contribute an equal dollar amount to an approved Kaiser Plan during the term of this MOU. The MOU further provides that beginning in July, 1982, the City agrees to provide an additional one half dependents' coverage, which equals 100% dependents' coverage. Cost of the increased dependent health benefit will be considered as part of the unit's total compensation package for Fiscal Year 1982-83. 3. Hard Holidays - For the 1981-82 fiscal year, the recognized hard holidays that City Offices will be closed have been revised to eliminate Independence Day and substitute November 27,1981, the day after Thanksgiving in its stead. This section does not apply to Library employees, however, who will observe Independence Day (July 4, 1981) as a hard holiday when the Library will be closed and not observe the day after Thanksgiving as a hard holiday. . 4. Vacation - Currently an employee may not take a paid vacation until being employed by the City for one year. Eligibility to apply for accrued vacation will now be effective on the employee's six-month anniversary date. Any employee who elects to use vacation accruals and subsequently leaves City service prior to the completion of one year will be charged for such vacation. In addition, there will be no payoff of any vacation benefits if termination occurs prior to one year. 5. Incentive Bonus Program - The details and mechanics of this program are being developed by representatives from management and all employee associations at this time. The MOU provides that a joint recommendation from manaaement and the Chula Vista Employees Association will be presented to the Council orior to the comRletion of the 1981-82 fiscal year. Uniforms - All employees will be held responsible for the loss or misplacement of their unforms and, in the event of uniform loss, the employee will be required to reimburse the City for the uniform's replacement unless the employee can show non-negligence on the employee's part. . 4 .- ..... FISCAL IMPACT The total additional annual cost of the compensation package is estimated to be $477,000. This package falls within the established guidelines.
