The City's negotiating team has concluded a Memorandum of Understanding (MOU) with the
local chapter of the Western Council of Enqineers.

DISCUSSION
. The Western Council of Engineers is a nine member unit reoresenting Junior, Assistant and
Associate Civil Engineers and one Plan Checker II. The following major changes have
been made to the Western Council MOU for 1981-82:
1. Effective July 10, 1981, classifications represented by WCE shall be granted
a salary increase of seven and one-half percent (7.5%).

2. Tuition Reimbursement - Currently WCE members are reimbursed for
up to $100 per individual per fiscal year for the cost of tuition and books for
courses directly related to the employee's career development. Effective in
July, tuition reimbursement will not be specifically delineated in the MOU.
However, it is included as one of the selections in the cafeteria style benefit
program.

3. Employee Benefits - Currently the City provides employee and one half dependents I
health coverage. Effective in July 1981, each represented member will receive
$1,020 to be used for employee benefits under a cafeteria system. With this
benefit plan, employees select or purchase benefits from a group of available
optional programs.
4. Hard Holidays - For the 1981-82 fiscal year, the recognized hard holidays City
Offices will be closed have been revised to eliminate Independence Day and
substitute November 27,1981, the day after Thanksgiving, in its stead.
5. Vacation - Currently an employee may not take a paid vacation until being employed
by the City for one year. Eligibility to apply for accrued vacation will now
be effective on the employee's six-month anniversary date. Any employee who
elects to use vacation accruals and subsequently leaves City service prior to
the completion of one year will be charged for such vacation. In addition, there
will be no payoff of any vacation benefits if termination occurs prior to one year.
FISCAL IMPACT
Total cost of the compensation package is estimated at $25,000. This agreement meets
the wage guidelines set by the City Council.
