B. RECOMMENDATION: Concur with Planning Commission recommendation. C. PLANNING COMMISSION RECOMMENDATION: On May 27, 1981 the Planning Commission voted 6-0 to recommend that the subject property be prezoned C-C-P and I-L-P, in accordance with Resolution PCZ-81-E and as shown on Exhibit "A". D. DISCUSSION 1. Existing site characteristics. ~ The subject property is level, vacant land, the majority of which has been used for the production of truck crops. A furniture manufacturing plans is located along the north side of Oxford Street near the southwesterly corner of the property. All of the streets abutting the property are dedicated but not fully improved. 2. Adjacent zoning and land use. North South East West County R-S-7 & C-36 County M-52 and C-36 County RU-29 & C-36 R- 1, MHP & R-3 Single family dwellings and retail commercial MTDB right-of-way, vacant land, and retail commercial Multiple family residential and retail commercial Elementary school, MTDB tracks, mobile home park, mixed residential and vacant. 3. Proposed development. A portion of the property at the corner of Broadway and Oxford Street is presently planned to be developed with a Price Club similar to their operations in Santee. It is anticipated that the construction of the Price Club store will begin in the county while the annexation is being processed. The remainder of the property will be developed after it has been annexed to the city. 4. General Plan amendment. . This prezoning is consistent with the recommended General Plan amendment which is ~e preceding item on this agenda. ." RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL THE PREZONING OF APPROXP1ATELY 43 ACRES AT THE NORTHWEST QUADRANT OF BROADWAY AND OXFORD STREET TO C-C-P CENTRAL COMMERCIAL AND I-L-P LHHTED INDUSTRIAL (\~ITH PRECISE PLAN MODIFYING DISTRICT) WHEREAS, a duly verified application for prezoning approximately 43 acres located at the northwest quadrant of Broadway and nxford Street was filed with the Planning Department by The Price Company on March 11, 1981, and WHEREAS, said application requested that the property be prezoned C-C and I-L, and . WHEREAS, the Planning Commission certified the environmental impact report, EIR-81-4, on the project on May 13, 1981, and WHEREAS, the Planning Commission set the time and place for a public hearing on said prezoning application and notice of said hearing, together with its purpose was given by publication in a newspaper of general circulation in the city at least ten days prior to the date of said hearing, and WHEREAS, a hearing was held at the time and place as advertised, namely . 7:00 p.m., May 27, 1981, in the Council Chambers, 276 Fourth Avenue, before the Planning Commission and said hearing was thereafter closed. NOW, THEREFORE, BE IT RESOLVED AS .FOLLOWS: 1. From facts presented to the Planning Commission, the Commission finds that public necessity, convenience, general welfare and good zoning practice require the prezoning of the subject property to C-C-P and I-L-P as shown on the attached Exhi bit II A" .
