SCOOT was created as a joint powers agency between the City of Chula Vista and the County of San Diego in August, 1979. SCOOT provides transit service to both members and makes Transportation Development Act (TDA) claims against each member's allocation based on transit service provided. Therefore it is my ., RECOMMENDATION: That Council adopt this resolution approving the agreement for provision of transit service by SCOOT in the City of Chula Vista for FY1981-82. . BOARD/COMMISSION RECOMMENDATION: The SCOOT Board will consider this agreement at its meeting on June 24, 1981. DISCUSSION: ... The major issue regarding this agreement is the continuation of SCOOT and the City's participation as part of this joint powers agency with the County of San Diego. At the present time, I see no disadvantage to the City contracting with SCOOT for transit service, and believe that the current arrangement has the following advantages: - SCOOT offers the potential for expanding transit operations in South Bay under one organizational structure. This issue may become even more relevant should the City decide not to contract with San Diego Transit Corporation for existing ~ Route 32 service, since SCOOT could operate a route serving both Chula Vista and National City. , - SCOOT provides the basis for greater cooperation on transit matters between the City and the County. SCOOT submitted on April 1,1981, a claim to SANDAG and MTDB of $898,162 against the City's total TDA allocation of $1,045,000. The amount of service (revenue miles) operated in Chula Vista will decrease by about two percent in FY1981-82 due to system route restructuring. Projected net cost to the City (gross cost minus farebox revenue) for FY1981-82 will decrease from approximately $882,000 for FY1980-81 to $813,651 in FY1981-82. This decrease is anticipated because of higher Chula Vista Transit fares, increased ridership, and a modest four percent increase in the purchased transportation cost from Aztec Bus Lines. Except for updated cost and operating statistics projected for FY1981-82, all other provisions of the FY1980-81 agreement remain in effect. · SCOOT must submit a copy of this agreement to SANDAG by July, 1981 in order to release TDA funds for FY1981-82.
