The project which is FAU funded is currently under construction. The approved staffing plan qual i fying the Ci ty to receive FAU funds requires three persons to be assigned to this project full time. Because of a currently high construction workload demanding construction engineering services in excess of what present staff can provide, and so as to not jeopardize the City's entitlement of FAU funds, it is my RECOMMENDATION: That Council: 1. Approve the attached agreeme.nt for. an ~ndepenqent contractor to provide constructIon engIneerIng servIces on the Third Avenue Widening Project. 2. Authorize expenditure of funds from Project GT-84 to cover cost of engineering services. BOARD/COMMISSION RECOMMENDATION: Not applicable DISCUSSION: One of the requirements prerequisite to receiving FAU funds is to obtain an approved staffing plan for the project. The staffing plan for the Third Avenue Widening Project, "G" to "K" Streets was approved by CalTrans in May 1980. The approved staffing plan requires that three persons be assigned full time to the project to provide: a) Grad ing Inspection b) Drainage Inspection c) Surfacing Inspection d) Electrical Inspection e) Soils and Materials Testing f) Project Records Keeping (Contract Administration) The progress of the contractor, Daley Corporation, is such that present staff is finding it difficult to keep up and/or stay ahead of the contractor's operations. Staff expects that if the contractor continues at his present rate of progress, the project will be completed prior to Christmas. 1 Form A-113 (Rev. 11/79) /oC/q ~ Page 2, Item 16 Meeting of 6-9-81 Staff has been consistently working overtime, and although this has helped, it is not enough. We currently have 10 projects under construction including utility conversion projects. There are five subdivisions under various stages of construction which includes the mass grading for Watt's Hidden Vista Village. In addition, there are 325 active engineering permits. The staffing for construction engineering services has been affected further by the retirement of a Public Works Inspector in January. This position has not been filled and has been deleted from the FY81-82 budget. A technician from the Design Section has been transferred to the Construction Section on a temporary basis. Current construction activity requires at minimum one inspector for subdivision activity and one inspector for permit work. This leaves two inspectors for the Third Avenue Widening Project which we find at the present time is not adequate to keep up with the contractor's operations nor fulfill the requirements of the staffing plan. I am proposing that we retain Mr. Dwight B. Jeglor as an independent contractor to provide construction engineering s e r v ice son the Th i r d A v en u e Pro j e c t. His p rim a r y t ask will be to perform soils and materials testing. Mr. Jeglor is a recent Civil Engineering graduate who has worked for our department as an Engineering Intern during the past two years. His past performance has been above standard. I am recommending Mr. Jeglor because he has gained experience in the Design and Construction Section and is familiar with the requirements of the department. He has been trained by permanent staff and is capable of certification by CalTrans for performing the required soil and material tests for the Third Avenue Project. Mr. Jeglor's services are for a maximum period of six months. Compensation is at a rate of $10.00 per hour which is within the salary range for the classification of Junior Civil Engineer. For a six month period, total compensation would be approximately $10,000. There are adequate funds in project GT-84, Third Avenue Widening. Costruction engineering costs are eligible for FAU Fund reimbursement (participating funds). The cost for contract engineering services would be reimbursed 86%.
