A City Council authorization to submit an application for these funds is required. A copy of the grant application is included as an exhibit. RECD.1MENDATION: Council approve resolution authorizing application for Urban Open Space and Recreation Program Grant Funds. BOARrS/<Dv1MISSION RECn1MENDATION: Not Applicable. DISCUSSlOO: The City has been allotted $20,307 in State Recreation Block Grant Funds. A grant application has been prepared that proposes using these state funds to partially finance the renovation of the Rienstra Sports Complex. The Rienstra renovation project is a IIRlI ti-year CIP Project. Funds in the anDunt of $60,400 were budgeted in the 1979-80 and 1980-81 CIP budgets to make improvements to the complex. As the improvements were being designed, it becarre apparent that major work was required on the drainage system before any other improvements could be made. The landscape architect has therefore prepared an improvement master plan for this facility. The estlinated cost of the total master plan improvements is approxlinately $225,000. The master plan calls for the project to be developed in two phases. The FY 1981-82 CIP budget proposes the addition of $81,600 to the $60,400 appropriated in previous years budgets for Phase I of the project construction for a total of $142,000. The $20,307 resulting from this Grant application will provide the first increment of the $81,600. The remainder of these funds will be requested as part of the City's FY 1981-82 State Parks and Recreation Block Grant allocation. Earliest application for the FY 1981-82 funds can be made in September, 1981.
