SUBMITTED BY: (es No~) The Redevelopment Agency voted 5-0 on ApriJ _, ~~o~, to recommend - to the City Council that Center Street be made one way with diagonal parking between Third Avenue and Del Mar Avenue to increase parking supply in the downtown area. Although this action can be accomplished by Trial Traffic Regulation, the City Attorney suggested that a Public Hearing be held to receive any public input on this matter. It is my . RECOMMENDATION: That the City Council conduct a public hearing and approve the resolution designating Center Street as a one-way street (eastbound) between Third Avenue and Del Mar Avenue. BOARD/COMMISSION RECOMMENDA'rION: N/A DISCUSSION: " The public hearing has been advertised in the Star News and all property owners and/or residents within 300 feet of~he project have been notified. .. The Chula Vista Redevelopment Agency has requested that Center Street be made one way with diagonal parking to increase the parking supply in the downtown area. .. The volume of traffic presently using Center Street is approximately 840 vehicles/day. TOTALS 68 72 68 The number of spaces after Third Avenue is rebuilt reflect the construction of nodes on the east side of the street at Center Street and at Madrona Street and the removal of the existing bus stop on the northeast corner of Third Avenue/Center Street. (Note: both San Diego Transit and Chula Vista Transit have been contacted and have no objection to the removal of the bus stop.) Center Street can be converted to one way with 600 diagonal parking on one side of the street within the existing curb to cur b wi d th ( 4 0 ft.). I recommend that Center Street be made one way in an eastbound direction. This would facilitate traffic flow from Third Avenue for motorists seeking additional parking. In addition, the existing median opening on Third Avenue could more easily be closed or modified in the future (dependent on specific development on the west side of Third Avenue).
