On February 11, 1981 the Planning Commission, by a vote of 6-0, recommended that the
City Council amend Section 19.56.020 C of the Municipal Code relating to storage require-
ments for condominiums in accordance with Resolution PCA-81-4. (Exhibit "A" shows the
proposed changes to the code.)
D. DISCUSS ION:
~. On January 15, 1981 the Planning Department submitted a report to the City Council
on the present storage requirements for condominium projects. The report was prompted by
Council's concern that the storage requirements were being "stretched" beyond the original
intent of the provisions by allowing storage located in several locations, such as over-
sized linen closets and bedroom closets to be counted toward the required storage. Upon
review of the report the City Council, by a vote of 3 to 2, directed the staff to prepare
an amendment to the condominium regulations to increase the amount of adjacent storage
from 40% to 70% of the total. Table I, below, shows the requirements of the present ordin-
ance and indicates the amount of adjacent storage that would be required with the increase
from 40% to 70%.

2. The present condominium standards also allow closet or cabinet space within the unit

several developments have been approved with interior storage areas where such areas

practice. For that reason and in order to foster ease of administration of the ordinance,

the portions of the condominium regulations pertaining to storage areas and shows the
contemplated changes in language.
E. CONCLUS ION:
The proposed amendments will increase the security and convenience of the required storage
areas and will eliminate the ambiguity associated with determining whether or not an
existing storage area is clearly above what is "normally" provided. The amendment probably
will also make it somewhat more difficult to convert apartments to condominiums.

RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDItJG TO ""--
THE CITY COUNCIL THE PREZONING OF A PARCEL AT 908 THIRD AVENUE
TO C-C
WHEREAS, a duly verified application for prezoning property located at
908 Third Avenue was filed with the Planning Department by Lyle E. Jenkins on
January 29, 1981, and
WHEREAS, said application requested that the property be prezoned C-C, and
WHEREAS, the request is exempt from environmental review as a class 3(c)
exemption, and
WHEREAS, the requested prezoning is consistent with the General Plan
designation for the area, and
WHEREAS, the City Planning Commission set the time and place fora public
hearing on said prezoning application and notice of said hearing, together with
its purpose, was given by publication in a newspaper of general circulation in
the city at least ten days prior to the date of said hearing, and
WHEREAS, a hearing was held at the time and place as advertised, namely
7:00 p.m., February 25, 1981, in the Council Chambers, 276 Fourth Avenue, before
the Planning Commission and said hearing was thereafter closed.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. From facts presented to the Planning Commission, the Commission finds
that public necessity, convenience, general welfare and good zoning practice
require the prezoning of the subject property to C-C.
2. The Planning Commission recommends to the City Council that said prezoning
be approved.
3. That this resolution be transmitted to the City Council and a copy be
sent to the applicant.
PASSED AND APPROVED BY THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA
this 25th day of February, 1981 by the following vote, to-wit:
