At the meeting of January 20, 1981, the City Council received a report on a
Public Employees. Retirement System contract amendment which would provide a
one-time 3% to 15% increase in retirement allowance to pre-1974 retirees.
The City Council voted by a 4/5ths vote to approve the one-time increase and
directed staff to proceed with the processing of the necessary contract
amendment to effectuate the increa&e. Therefore, it is my
RECOMMENDATION:

That the City Council adopt the attached Resolution of Intention to approve
an amendment to the contract between the Board of Administration of the
Public Employees' Retirement System and the City Council of the City of
Chula Vista.

Appropriate the required funds.
Certify compliance with Government Code 7507 (PERS-CON-12A).
Have the City Clerk certify the governing bodies action (PERS-CON-12).

Conduct the first reading of an Ordinance to amend our contract with PERS.

DISCUSSION:
The following procedures are required to amend our contract with PERS to provide
the one-time increase:
1. Adoption of a Resolution of Intention to amend our contract with PERS.
2. Certification of governing bodies action (PERS-CON-12).
3. Certification of compliance with Government Code 7507 (PERS-CON-12A).
Chapter 941 statues of 1977 requires the City Council to make public the
cost implications of the proposed contract amendments at least two weeks
prior to the authorization of increased retirement benefits. The facts
that must be made public are:

B. Cost
The annual cost is $12,080 subject to change in the future with any
change in actuarial data until the year 2000.
4. First reading of Ordinance to adopt amendment to PERS contract.
5. Second reading and adoption of the Ordinance amending our contract with
PERS (must be at least 21 days after signing the Resolution of Intention).
6. Signing of the amended contract (copies to be attached to the Ordinance)
and completion of the final documents, all of which the Public Employees'
Retirement System will send us after they receive an executed copy of our
Resolution of Intention, certification of governing bodies action, and
certification of compliance with Government Code Section 7507.
FINANCIAL IMPACT:
Appropriate $3,020 from the unappropriated balance of the General Fund. This
is the amount required for the last quarter of the fiscal year (12,080 ~ 4)
when our contract amendment is expected to take effect.
