(In' OF ~ CHULA VISTA SEPTEMBER 28, 2010 Item ~ SUBMITTED BY: REVIEWED BY: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE FISCAL YEAR 2010/2011 LIBRARY DEPARTMENT BUDGET BY APPROPRIATING A GRANT A WARD IN THE AMOUNT OF $2,000 FOR THE CHULA VISTA LIBRARY "LEAP INTO READING" PROGRAM LIBRARY DIREC! r0 CITY MANAGER ASSIST ANT CITY ANAGER '7) ITEM TITLE: 4/STHS VOTE: VES I X I NO D SUMMARY The Chula Vista Public Library received a one-time grant award in fiscal year 2009/2010 trom the San Diego Council on Literacy - Affiliate Support Fund in the amount of$2,000 to support the library's "Leap into Reading" program by funding supplies, books and classroom materials. Due to unforeseen circumstances, the grant award was not spent in fiscal year 2009/2010. This appropriation allows for the spending of the grant award in fiscal year 2010/2011. ENVIRONMENTAL REVIEW The Environmental Review Coordinator has reviewed the proposed actiVIty, Appropriating Grant Revenue for support of the library's Leap into Reading program, for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because the activity is appropriating funds for educational reimbursement only, therefore, pursuant to Section 15060 (c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. RECOMMENDATION Council adopts the resolution BOARDS/COMMISSION RECOMMENDATION Not applicable 5-1 SEPTEMBER 28, 2010 Item~ Page 2 of2 DISCUSSION The San Diego Council on Literacy (SDCOL) awarded the Chula Vista Public Library a one-time grant in fiscal year 2009/2010 in the amount of $2,000 to help fund a reading intervention program for students with poor reading skills entitled "Leap Into Reading". The grant funds were not spent in fiscal year 2009/2010. This appropriation will allow the spending of the grant award in fiscal year 2010/2011 for new books, curriculum, classroom materials, and expansion of the program to grades 1-6. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2 (a)(l) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in an appropflatlOn of $2,000 to the Library Department supplies and services budget. This appropriation is fully offset by grant revenue; therefore, there is no fiscal impact to the City. ONGOING FISCAL IMPACT There is no ongoing fiscal impact for accepting these grant funds. ATTACHMENTS Not applicable Prepared by: Stephanie Luney, Principal Librarian, Librmy 5-2 RESOLUTION NO. 2010- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE FISCAL YEAR 2010/2011 LIBRARY DEPARTMENT BUDGET BY APPROPRIATING A GRANT A WARD IN THE AMOUNT OF $2,000 FOR THE CHULA VISTA LIBRARY "LEAP INTO READING" PROGRAM WHEREAS, the Chula Vista Public Library received a one-time grant award from the San Diego Council on Literacy - Affiliated Support Fund in the amount of $2,000 for fiscal year 2009/2010 to support a literacy program; and WHEREAS, the grant award was not spent in fiscal year 2009/2010 and needs to be appropriated in fiscal year 2010/2011; and WHEREAS, the grant will allow the Chula Vista Public Library to fund a reading intervention program entitled, "Leap Into Reading," to enhance reading skills in the areas of fluency, comprehension and motivation; and WHEREAS, this grant will allow the Chula Vista Public Library to provide the program to students in grades 1-6; and WHEREAS, this grant will provide new books and curriculum, and will replenish classroom materials. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City ofChula Vista does hereby amend the fiscal year 20 I 0/20 11 Library Department services and supplies budget by appropriating $2,000 from the San Diego Council on Literacy' for the Chula Vista Library "Leap into Reading" Program.
