HomeMy WebLinkAboutPlanning Commission Minutes 2010/04/01 CC, GMOCMINUTES OF A JOINT WORKSHOP OF THE CITY COUNCIL, GROWTH MANAGEMENT OVERSIGHT COMMISSION, AND PLANNING COMMISSION OF THE CITY OF CHULA VISTA April 1, 2010 6:00 p.m. A joint workshop of the City Council, Growth Management Oversight Commission, and Planning Commission of the City of Chula Vista was called to order at 6:00 p.m. in the Chula Vista Police Department Community Meeting Room, 315 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Councilmembers: Bensoussan, Castaneda, Ramirez, Thompson, and Mayor Cox Growth Management Oversight Commissioners: Bazzel, Doud, Felber (arrived at 6:45 p.m.), Hall (arrived at 6:04 p.m.), Harry, Lizarraga, Sutton, Torres, and Chair Krogh (arrived at 6:01 p.m.) Planning Commissioners: Bringas, Felber (arrived at 6:45 p.m.), Liuag, Spethman, Tripp, and Chair Vinson ALSO PRESENT: City Manager Sandoval, City Attorney Miesfeld, City Clerk Noms, and Deputy City Clerk Bennett ABSENT: Planning Commissioner Moctezuma PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE PUBLIC COMMENTS There were none. PUBLIC HEARING REVIEW AND CONSIDERATION OF THE GROWTH MANAGEMENT OVERSIGHT COMMISSION'S (GMOC) 2010 ANNUAL REPORT Each year, the GMOC submits its Annual Report to the Planning Commission and City Council regarding compliance with threshold standards for the Growth Management program's eleven quality of life indicators. This year's report is abbreviated, and focuses on five of the eleven quality-of--life indicators, including: Fire, Fiscal, Libraries, Police and Traffic. (Deputy City Manager/Development Services Director) Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the date and at the time specified in the notice. City Manager Sandoval introduced the topic of the workshop. Advanced Planning Manager Batchelder and Associate Planner Vanderbie provided information about the 2010 Annual Report. Staff Member Vanderbie noted that the thresholds covered by the report were reduced to five quality-of--life categories; she also noted than an errata had been distributed to correct the table in section 3.3.1 of the report. Page 1 -Council Minutes April 1, 2010 PUBLIC HEARING (Continued) GMOC Chair Krogh provided a summary on the 2010 review of the City's growth management threshold standazds for the period of July 1, 2008 through June 30 2009, for Librazies, Police (Priorities I and II), Traffic, Fiscal, and Fire. He then reported that threshold standards for Libraries, Police Priority II, and Police Traffic were not met, and provided an overview of related issues. He stated that although the threshold standazds for Fiscal and Fire were in compliance, there were issues with prioritization of projects funded by public facilities development impact fees, and local response times for fire/emergency medical services since outsourcing the City's dispatch system to the City of San Diego. Mayor Cox opened the public hearing. There being no members of the public who wished to speak, Mayor Cox closed the public hearing. Discussion ensued regazding the following five quality-of--life indicators: Librazies Chair Krogh stated the recommendation by GMOC was to formally identify and adopt funding for an interim and/or permanent solution to non-compliance with this threshold, based on the Library Director's recommendations. Library Director Waznis welcomed support to establish library service in the Rancho del Rey azea and other underserved azeas of the City. Councilmember Bensoussan suggested the idea of library kiosks in shopping malls with online capabilities to purchase books and movies, and have bookmobiles deliver the items to the kiosks. Commissioner Bringas asked about the possibility of smaller library resource centers, and perhaps paperless books. Principal Librarian Loney responded that small resource centers or WiFi (wireless networking) may be a consideration to include in the Librazy's Facilities Master Plan that will be presented before the Council later in the year. She stated that paperless books would be costly. Councilmember Thompson suggested further analysis by the GMOC of Library standazds, and given the current economics, to consider utilizing vacant commercial facilities rather than build new facilities. 2. Police Chair Krogh stated the recommendation by GMOC was to consider modifying the Police Priorty II threshold standazds. He stated that this threshold should be discussed in GMOC's top-to- bottom review, placing focus on the most important Priority II calls for service Police Chief Bejazano stated that the Department recently moved to a new Geographic Policing model in the City to provide more effective and efficient policing and community involvement for shared responsibility of crime prevention. He further stated that a new staffing plan was anticipated for implementation in July, 2010 to improve response to calls for service. Councilmember Bensoussan suggested fee increases for alarm licenses. Page 2 -Council Minutes April 1, 2010 PUBLIC HEARING (Continued) 3. Traffic Chair Krogh stated the recommendation by GMOC was to implement recommended compliance solutions, including eliminating the crosswalk on the west side of Telegraph Canyon Road, and improving the Heritage Road/Telegraph Canyon Road intersection as needed. Principal Civil Engineer Rivera reported that two City corridors identified as non-compliant in last year's GMOC report to Council, had since been brought into compliance, namely, the signal timing on Otay Lakes Road, and signal timing and street improvements on Palomar Street from I-5 to Broadway. He further stated that a contract was proposed for the first of three projects for road widening at East H Street and Otay Lakes Road. Regazding current non-compliance with threshold standazds, he noted that staff was looking for methods to address the issue of traffic flow in the area of the northbound Heritage Road segments. He also stated that the crosswalk on the west side of Telegraph Canyon Road would be eliminated this year, as well as additional traffic signal adjustments. Mayor Cox suggested that staff make an official request to the High School District to look at its bus routes and to perhaps create a bus route across Telegraph Canyon Road to avoid potential hazards for pedestrians. 4. Fiscal Chair Krogh stated that the GMOC had concerns regarding prioritization of Public Facilities Development Impact Fee funds, and recommended that priorities be provided. Fire Chair Krogh stated that the GMOC recommended that the effectiveness of the conversion of dispatch services to the City of San Diego continue to be monitored. Fire Chief Hanneman addressed Chair Krogh's comment regazding reduced response times since the City's conversion to City of San Diego Fire Dispatch, stating that the City had realized $750,000 savings due to the conversion, and noted there were benefits from the conversion. Planning Commission Chair Vinson addressed the matter of brown outs by the City of San Diego and he questioned whether Chula Vista would be affected. Chief Hanneman responded that staff would be looking at the matter closely. ACTION: Commissioner Tripp moved to adopt the following Planning Commission Resolution No. PCM-09-24, heading read, text waived: RESOLUTION NO. PCM-09-24, RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA ACCEPTING THE 2010 GMOC ANNUAL REPORT AND RECOMMENDING ACCEPTANCE BY THE CITY COUNCIL Commissioner Bringas seconded the motion and it carried 6-0. Page 3 -Council Minutes April I, 2010 PUBLIC HEARING (Continued) ACTION: Councilmember Thompson moved to adopt the following Resolution No. 2010- 067, heading read, text waived: RESOLUTION NO. 2010-067, RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING THE 2010 GMOC ANNUAL REPORT, AND DIRECTING THE CITY MANAGER TO UNDERTAKE ACTIONS NECESSARY TO IMPLEMENT REPORT RECOMMENDATIONS AS PRESENTED IN THE STAFF RESPONSES AND PROPOSED IMPLEMENTING ACTIONS SUMMARY Councilmember Bensoussan seconded the motion and it carried 5-0. ADJOURNMENT At 7:58 p.m., Mayor Cox adjourned the meeting to the next regulaz City Council meeting on April 13, 2010, at 4:00 p.m., in the Council Chambers.
