SUMMARY
Urban Area Security Initiative (UASI) funds address the unique equipment, trammg,
planning and exercise needs of large, high-threat urban areas and assist them in building
an enhanced and sustainable capacity to prevent, protect against, respond to, and recover
from acts of terrorism. The City of San Diego Office of Homeland Security, who
manages UASI funds for the region, has authorized the Fire Department to use FY 2008
UASI funds for a regional mapping project.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
Since 2007, the City of San Diego Office of Homeland Security, who administers the
Urban Area Security Initiative (UASI), has decided to use a different approach for San
Diego's regional UASI allocation. Prior to 2007, each local jurisdiction was given a
specified UASI allocation. The UASI regional allocation to San Diego County is now
managed by the City of San Diego. who notifies jurisdictions of opportunities to use
UASI funds. The City of San Diego has authorized the Fire Department to use FY 2008
UASI funding for a regional mapping project. This project will create digitized preplan
maps of the city, which supports the regional efforts of creating digitized maps for the
entire San Diego region, to be used during emergency situations. UASI funds will
reimburse the wages of an intern dedicated to this project, along with overtime incurred
by Fire personnel working on the mapping project.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section I 8704.2(a)(l ) is not applicable to this decision.
CURRENT YEAR FISCAL IMP ACT
Approval of this resolution will result in the appropriation of $25,000 to the personnel
category of the Federal Grants Fund. The grant funding from the U.S. Department of
Homeland Security will fully offset these costs, resulting in no net fiscal impact to the
General Fund.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

WHEREAS, UASI funds address the unique equipment, training, planning and exercise
needs of large, high-threat urban areas and assist them in building an enhanced and sustainable
capacity to prevent, protect against, respond to, and recover from acts of terrorism; and
WHEREAS, UASI funds will reimburse the wages of an intern dedicated to this project,
along with overtime incurred by Fire personnel working on the mapping project.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista
does hereby accept $25,000 from the U.S. Department of Homeland Security and appropriate
said funds to the personnel services category of the Federal Grants Fund.
