SUMMARY
The California Used Oil Enhancement Act (1999) requires the collection of four cents for every
quart of lubricating oil sold, transferred and imported into California from oil manufacturers.
Chula Vista consumers pay four cents per quart into the fund when they purchase oil. The Act
mandates that the State Department of Resources, Recycling and Recovery (CaIRecycle) use a
portion of the funds to provide block grants to local governments for used oil programs that
encourage used oil and oil filter recycling. Chula Vista is the lead agency for a South and East
County Regional Used Oil/Filters Recycling Program comprised of seven cities: Chula Vista,
Imperial Beach, National City, Lemon Grove, La Mesa, EI Cajon and Santee. This regional
program was awarded $77,694 in last fiscal year and staff is requesting to carry forward the
unexpended balance.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed ordinance for compliance
with the California Environmental Quality Act (CEQA) and has determined that the proposal
qualifies for a Class 8 categorical exemption pursuant to Section 15308 [Actions by Regulatory
Agencies for Protection of thc Environment] of the State CEQA Guidelines.. Thus, no further
environmental review is necessary.
