The Department is requesting appropriations to purchase a new walk-in freezer for
Property and Evidence storage.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
l5060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.

DISCUSSION
Staff is requesting funding for a new walk-in freezer for Property and Evidence storage.
The department currently utilizes several small, mobile freezers which are not ideally
suited to store biological evidence due to their size and inability to control humidity. The
new walk-in freezer will provide enough storage area to handle the needs of Property and
Evidence as well as maintain stable temperature and humidity thresholds to maintain the

integrity of the evidence. The funds will cover the installation of the freezer as well as the
needed electrical modifications to the Property and Evidence Room.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section 18704.2(a)(l) is not applicable to this decision.
CURRENT YEAR FISCAL IMP ACT
Approval of this resolution will result in the appropriation of $90,000 to the fiscal year
2011 Police Department Asset Seizure Fund from the available fund balance. There are
no General Fund expenses related to these expenditures.
ONGOING FISCAL IMPACT
There are no ongoing fiscal impacts associated with this proposal.

FOR POLICE EQUIPMENT
WHEREAS, the Police Department requires a new walk-in freezer to ensure that
biological evidence is stored in a temperature and humidity controlled environment; and
WHEREAS, because of the amount of biological evidence is increasing at a rapid pace,
the Department requires much larger storage capability; and
WHEREAS, the Department can utilize Asset Seizure funds to purchase the equipment
and contract the installation of equipment, without utilizing general fund money.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista
does hereby appropriate $90,000 to the Capital Expenditures category of the Asset Seizure fund.
