MINUTES OF A SPECIAL BUSINESS MEETING
OF THE CITY PLANNING COMMISSION OF

PLEDGE OF ALLEGIANCE - SILENT PRAYER
The pledge of allegiance to the flag was led by Chairman Carson and was
followed by a moment of silent prayer.
ORAL COMMUNICATIONS: None
1. CONSIDERATION OF STATEMENT OF OVERRIDING CONSIDERATIONS - EIR-89-2 -
RANCHO DEL REY SPA II
Assistant Planner Barbara Reid recommended adoption of the Statement of
Overriding Considerations based on the changes made reflecting the concerns of
the Commission at their previous meeting.
1. Removal of reference to the extension or implementation of the major
elements of the City's Circulation System has been accomplished. A
reference remains on page 2 but it is focused in on SPA II.
2. Elimination of the section on the extension of services has been made.
3. The reference to the Employment Park has been eliminated except to
show that SPA II supplies the housing to facilitate the needs of the
people working in the Employment Park (page 2, section 2).
4. Clarification of the section on the fiscal value of the property has
been done in Section C.

5. Mention of the high-quality, low-density estate-size housing can be
found on page l, under Goals 2.1.1, where it is mentioned that the
goals of the General Plan include middle and upper-income families.
Reference can also be found on page 2, paragraph 3, "In addition, the
project will expand the estate/large lot housing in response to the
City's goal of increasing this type of housing stock".
6. Expansion of the section on open space can be found beginning on page
2, section D, "...managed interaction between residents and natural
open space..." which refers to the buffers and prohibition of
domestic animals on trails. Also discussed is biking circulation,
hiking/biking link in section E; provision of community facilities in
section F; and open space in section G.
MSUC{Cannon/Casillas) 6-0 to approve the Statement of Overriding
Considerations.

DIRECTOR'S REPORT - None
COMMISSION COMMENTS
Commissioner Tugenberg stated that in addition to improving the Overriding
Statement of Consideration, he would like to see more legitimate alternatives
occur in the environmental staff report and not the citing of an alternative
seemingly designed to make the applicant's project look better in comparison.
Chairman Carson asked if any of the Commission members would like a report on
the reaction of the Montgomery Planning Committee regarding the Palomar
Trolley Center EIR. No interest being shown, the subject was dropped.
