SUMMARY
The California Office of Traffic Safety has awarded $269,574 to the Police Department
to continue the DUI Enforcement and Awareness Program. The goal' of the DUI
Enforcement and Awareness Program is to reduce the persons killed and injured in
alcohol-involved crashes.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.

DISCUSSION
The California Office of Traffic Safety's (OTS) mISSiOn is to obtain and effectively
administer traffic safety grant funds to reduce deaths, injuries and economic losses
resulting from traffic related collisions. The Police Department has been awarded
various OTS grants, including the Serious Traffic Offenders Program (STOP),
Comprehensive Trat1ic Safety Program, DUI Enforcement Program, and Selective
Traffic Enforcement Program (STEP), which all enhanced the Traffic Unit by funding
new positions. Additionally, OTS administers mini-grants such as the Sobriety
Checkpoint Program and Click It or Ticket, which funds traffic enforcement operations
on an overtime basis.
The Police Department has received additional funding from the California Office of
Traffic Safety to continue its successful DUI Enforcement and Awareness Program.
Throughout the one-year grant period (10/01/2010 to 09/30/201 I), DUI operations will
be conducted on an overtime basis. The types of operations include DUI/Driver's
License checkpoints, DUI saturation patrols and special enforcement operations to reduce
the number of persons killed and injured in traffic collisions. Stakeout operations will
also be conducted to concentrate on repeat DUI offenders on probation who have had
their license suspended or revoked. Court sting operations will focus on DUI offenders
with suspended or revoked driver's licenses who get behind the wheel after leaving court.
Funds provided by this grant will also be utilized for Standardized Field Sobriety Testing
(SFST) training, checkpoint supplies, a computer for tracking grant activities, alcohol-
screening devices and education materials to inform the public of the dangers of driving
under the influence.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section I 8704.2(a)(I) is not applicable to this decision.
CURRENT YEAR FISCAL IMP ACT
Approval of this resolution will result in the acceptance of $269,574 of grant funding
from the California Office of Traffic Safety. Because the grant period crosses between
two fiscal years, $205,580 will be appropriated to the fiscal year 2010/2011 budget of the
Police Grant Fund and $63,994 will be included in the fiscal year 2011/2012 budget. The
funding from the California Office of Traffic Safety will completely offset the costs of
the DUI Enforcement and Awareness Program, resulting in no net fiscal impact.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

WHEREAS, the Police Department has been awarded $269,574 grant funding from the
California Office of Traffic Safety to continue its successful DUI Enforcemcnt and Awareness
Program; and
WHEREAS, the goal of the DUI Enforcement and Awareness Program is to reduce the
persons killed and injured in alcohol-involved crashes; and
WHEREAS, throughout the one-year grant period of October 1,2010 to September 30,
2011, DUI/driver license checkpoints, saturation patrols, stakeouts and court stings will bc
conducted on an overtime basis; and
WHEREAS, the grant funds provided by the California Oftice of Traffic Safety will
completely offset the total costs of this program.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista
does hereby accept $269,574 from the California Office of Traffic Safety and appropriate
$191,980 to the personnel services category and $13,600 to the supplies and services category of
the Police Grant Fund for the DUI Enforcement and Awareness Program.
