The Mayor's Office requests the addition of one new position, Chief Service Officer
(Unclassified) as required by the Cities of Service grant. This position will be
responsible for organizing, developing and implementing a comprehensive service plan to
mobilize Chula Vistans to serve their community and strategically address some of the
community's high-priority needs in areas of youth job readiness and community
wellness.
Additionally, Chula Vista City Charter section 500 requires that all unclassified positions
not mentioned specially in Charter section 500 be adopted by Ordinance. The Mayor's
Office requests the addition of the new Chief Service Officer position to the unclassified
service.

DISCUSSION
The City was awarded $200,000 ($100,000 per year) to dedicate to the salary of the Chief
Service Officer (CSO) over a two-year period. This position will plan, organize, develop
and implement a comprehensive service plan to mobilize Chula Vistans to serve their
community and strategically address some of the community's high-priority needs,
including but not limited to the areas education and improving youth job readiness, and
community wellness.
The CSO will convene administrative experts, nonprofit organizations, local universities,
funders, and other key stakeholders to assess existing service levels within the city,
establish benchmarks and develop a comprehensive citywide service plan. The service
plan will help engage university partners including university leadership, academic and
research support, and student participation. The service plan will identify needed
structures and processes to make volunteer opportunities more available and targeted.
The CSO will ensure that the service program is a collaborative effort that actively
engages key stakeholders. It will identify, develop and nurture collaborative working
relationships with local and state service partners. The CSO will apply for funding and
resources from federal and state programs and philanthropic organizations to build in
sustainable measures for the service plan, join statewide and/or regional gatherings of
mayors and other civic leaders to discuss current service issues and to develop strategies
to increase civic engagement and the amount and impact oflocal service efforts, work to
activate mayors within the region for events, collective service efforts, public education,
and advocacy efforts, and work with Cities of Service to recruit mayors to the coalition.
The CSO will be accountable for key operational activities including budgeting,
fundraising and staffing responsibilities. The CSO will prepare and manage an aunual
budget; and develop a fundraising plan and drive fundraising efforts, including keeping
funders informed of progress.
This position is considered "Unclassified" in accordance with City of Chula Vista Charter
Section 500.
The base salary range for the Chief Service Officer (Unclassified) with senior
management benefits would be $75,000 annually. External funding will remove any
financial obligation to the City as a result of this position.

Municipal Code Section 2.05.010 will need to be amended to add the position of Chief
Service Officer to the list of unclassified positions. This addition has been underlined in
the proposed ordinance for easy identification.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section 18704.2(a)(I) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
There is no fiscal impact to the General Fund in fiscal year 2010-11 as there are sufficient
grant funds available to offset the cost ofthe adding a Chief Service Officer position to
the City Council Department.
ONGOING FISCAL IMPACT
The projected cost for this position over the two-year grant period totals $227,000. The
Cities of Service grant will offset $200,000 of the cost of this position. The Mayor's
Office has identified additional funding sources to mitigate the impact of$27,000. These
additional revenues will offset the cost of the position in fiscal year 2011-12 and fiscal
year 2012-13. There is no fiscal impact anticipated to the General Fund for the two-year
grant period. In order to avoid an ongoing impact to the General Fund, this position will
be eliminated at the end ofthe grant period unless a new non-General Fund funding
source is identified. .

WHEREAS, Mayor Cheryl Cox joined the Cities of Service coalition in December 2009;
and
WHEREAS, Cities of Service is a bi-partisan coalition of the mayors of large and small
cities from across the United States who will work together to engage citizens in service and
volunteerism; and
WHEREAS, the coalition and its membcr cities will respond to the Edward M. Kennedy
Serve America Act's call to action by finding new and innovative ways to harness the power of
volunteers to help solve pressing local challenges; and
WHEREAS, the Mayor's office was awarded the amount of $200,000, and will receive
external funding to assure there is no expense to the city in order to hire a Chief Service Onicer
who will work with Cities of Service to lead a two-year effort to develop a comprehensive
service plan and a coordinated strategy focused on matching volunteers and established
community partners to the areas oflocal need.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City ofChula
Vista does hereby add one Chief Service Officer position to the Office of the Mayor, amend the
Compensation Schedule and Classification Plan to the retleet the addition of a Chief Service
Officer position, and amends the fiscal year 20 I 0-11 Personnel Services budget of the City
Council Department by appropriating $86,340 from grant funds.

ORDINANCE OF THE CITY OF CHULA VISTA AMENDING
CHULA VISTA MUNICIPAL CODE SECTION 2.05.010
RELATING TO THE ESTABLISHMENT OF UNCLASSIFIED
POSITIONS TO ADD THE TITLE OF CHIEF SERVICE
OFFICER
WHEREAS, the Human Resources Department has created new classifications to better
reflect the needs of the City's workforce; and
WHEREAS, the Chula Vista City Charter Section 500(a) requires that all new unclassified
managemcnt level positions be adopted by ordinance and a four-fifths vote ufthc City Council.
NOW, THEREFORE, the City Council of the City ofChula Vista does ordain as follows:
SECTION I: That Section 2.05.010 of the Chula Vista Municipal Code is hereby amended to
read as follows:
2.05.10
Unclassified positions established.
In addition to those unclassified positions specifically delineated in Section 500 of the Charter of
the City, there are established the unclassified positions entitled: Administrative Services
Manager, Advanced Planning Manager, Animal Care Facility Manager, Assistant Chief of
Police, Assistant Director of Engineering, Assistant Director of Finance, Assistant Director of
Public Works, Assistant Director of Redevelopment and Housing, California Border Alliance
Group (CBAG) Deputy Executive Director, CBAG Director - SD LECC, CBAG Accounting
Technician, CBAG Administrative Analyst I, CBAG Administrative Analyst II, CBAG Analyst,
