ACKGR UND (4/5TH'S VOTE REQUIRED YES_ NO X ) 1. 0 June 26, 1979 City Council approved the vacation of a segment of f4adison Aven e loc ted immediately south of "H" Street. The street vacation was conditioned upon City Counc 1 review and approval of the redevelopment of the commercial center on the adjo Wing roperty located at the southwest corner of Broadway and "H" Street in the C-T one. The applicant has submitted development plans for City Council consideration. 2. A Initial Study, IS-80-3, of possible adverse environmental impacts of the prof ct wa conducted by the Environmental Review Committee on November 29, 1979. The Comm ttee oncluded that subject to certain conditions there would be no significant envi onmen al effects and issued a conditioned Negative Declaration. B. I2ECOMM~NDED CONDITIONS FOR APPROVAL ~1. T~e Planning Director shall review final site plans and architectural elevations (inc uding signing) to insure compatibility with the Town Centre II redevelopment standards. 2. AGEflDA ITEM N0.7 Meeting of 12/18/79 Supplemental page No. 2 5, The most southerly curb opening on Broadway for the adjacent service station shall be closed and the curb return modified to conform to the new driveway planned for the shopping complex. The radius of the curb return shall be subject to the approval of the City Engineer. 6. The developer shall give the City an irrevocable offer of dedication for 12 feet of right of way on the south side of "H" Street between the west property line of the service station site and the first driveway to the west of that site. C. DISCUSSION Existing site characteristics. The subject property is a 2.8 acre "L" shaped parcel (including Madison Avenue) which is presently developed with a 27,720 sq. ft. vacant commercial building, a drive-thru photo kiosk, and related parking. The vacant building was formerly occupied by a food market. The service station located at the northeast corner of the property is not a part of the site redevelopment. 2. Proposed development. a. The developer proposes to remodel the interior and exterior of the existing building and construct a new 9,200 sq. ft. structure on the southeast portion of the site adjacent to Broadway. The drive-thru photo kiosk is to be relocated to the west end of the building. The parking layout has been completely revised incorporating the vacated Madison Avenue into the parking design and circulation. Landscaping has been provided in the parking areas and around the buildings. The access driveways have been widened and changed to alley type approaches. b. The total floor area of the two buildings will be 36,920 sq, ft., 6,046 sq. ft. of which will be used as storage. Based on the square footage of the retail and storage areas, 161 offstreet parking spaces are required and have been provided. c. The architectural theme of the new building will be carried out on the building to be remodeled. The contemporary architecture will consist of a wood and stucco exterior with a covered arcade provided in front of the shops. The existing building will be divided into seven shops oriented toward Broadway and "H" Street. The new building will be divided into six shops facing toward "H" Street. d. While no specific sign program or details has been submitted, the elevations show the use of signs on the stucco portion of the front facade as well as on the front of the arcade. A freestanding sign is indicated on the "H" Street frontage; however, the applicant has indicated that additional identification will be sought on Broadway through the application of the City's planned sign program. D. ANALYSIS 1. The proposed architectural treatment represents a well designed concept which will enhance the appearance of the commercial development in the area. The onsite traffic circulation provides good access for the adjoining commercial center and should not adversely affect that development. 2. A portion of the new structure is located directly adjacent to a common access easement which serves this project and the adjoining commercial development. Placing the structure adjacent to the easement without any setback for landscaping does not present an aesthetically pleasing project. While staff has no objection to reducing the 40 ft. width of the easement, that does not appear to be a solution which the two property owners can agree upon. Therefore, staff recommends the building setback of 3 feet in order to place landscaping adjacent to the building. q8'9~
