Association Race at Ream Field, Imperial Beach

The City of Imperial Beach has requested that the City
of Chula Vista join them in urging the Navy to allow
the use of the Outlying Landing Field at Ream Field for
an International Motor Sports Association championship
race on the weekend of March 2, 1980 as a fund raiser
for the restoration of the Old Globe Theater.
Council has expressed its desire to assist in any way
possible in raising funds for such purposes and cer-
tainly feels that urging the Navy to take this course
of action would be highly desirable. A resolution
supporting Imperial Beach's position has been prepared.

City Manager Recommendation:
The ity Manager feels that the ramifications of closing Ream Field to the Navy
is a issue that the City should know more about before supporting this endeavor,
even though the goal to raise funds for the Old Globe is a worthy one.

Brian asked me to rush this letter out to you since he had to be out
of town the remainder of this week. Therefore, on behalf of Playor
Bilbray, I urge you to have your Council adopt a resolution similar
to the one our City Council has just adopted.
The proposed fund raiser for the Old Globe, a major sports car race
to be held at OLF, Imperial Beach will be of great value to all of
San Diego County. Obviously, the South Bay area will benefit the
most. The motel and food service industries, wherever located, will
benefit from several thousand visitors for a week who would not nor-
ma11y be in this area.
For a couple of days, March 1 and 2, 25,000 to 50,000 spectators will
come from California, Nevada and Arizona and make major contributions
to the South Bay's economy, as well as patronizing other tourist
attractions in the County.
I do not need to explain our feelings that the Old Globe is of great
benefit, and the profits of this race are designated for the Old
Globe Theater's reconstruction.
It appears that there is no other possible site in San Diego County
far this race. Ream Field (OLF, Imperial Beach) is not of such a
high priority use that it cannot be closed down for helicopter
operations for a week. The Navy needs to be encouraged to agree to
do this.

RESOLUTION OF TIIE CITY COUNCIL
OF T}]E CITY OP IMPERIAL IIEACH
SUPPORTING AN IMSA RACE AT
OLF IMPERIAL BEACH
WIiE RAS, the Imperial Beach City Council strongly supporte-.
the efforts to restore the Old Globe Theatre, and
WHEREAS, fund raising groups for the Old Globe have made
arrangements for an IMSA championship race the weekend of March 2,
1980 if a suitable race course can be found without significant cost
to the IMSA organizers, and
WHE RF.AS, a significant addition to the privately derived
Funds for reconstruction can be achieved, and
WHEREAS, the publicity relating to such a race will be of
great benefit to the City of Imperial Beach and the whole South Ray
Area of San Diego County, and
WHEREAS, the United States Navy will benefit greatly from
the use of OLF, Imperial Beach since large numbers of its personnel
reside in and around Imperial Beach and are enthusiastic about the car
types used in IMSA racing and that the entire naval coa¢nunity of San
Diego County benefits from Old Globe Theatre cultural events.
NOW, THEREFORE, BE IT RESOLVED that the Imperial Beach City
Council strongly endorses the IMSA race the weekend o£ March 2, 1980
at OLF, Imperial Beach.
BE IT FURTHER RESOLVED that the City Council of the City of
Imperial Beach directs its staff to provide staff services such as
crowd and traffic control and engineering assistance to the U.S. Navy
and the IMSA race organizers in the conducting of this extremely
valuable event.
PASSED AND ADOPTED at a regular meeting of the City Council
o$ the City of Imperial Beach held this 19th day of November, 1979 by
the following vote, to-wit:
