(BACKGROUND 1. The applicant has submitted Chu a Vista Tract 80-7, in order to the1~500 block of P1oss Street in the consisting of 38 units. a tentative subdivision map for Casa De La Ciudad, subdivide 1.18 acres located on the north side of R-3 zone into a one lot condominium project 2. On November 14, 1979 the Planning Commission adopted the Negative Declaration on $5-79-30 which is herewith forwarded to City Council. B. (DISCUSSION 1. Existing site characteristics. ,The subject property is a 1.2 acre parcel located on the north side of Moss Street app'oximately 450 feet east of Broadway. Except for some storage structures, the site is acant. The northerly portion of the site lies within an existing natural drainage cha nel associated with the Telegraph Canyon Creek floodway. The site plan allows for ade'uate room to accommodate improvements to the channel. 2. Proaosed development. 'On January 4, 1979 the Design Review Committee approved the development of 38 one bed oom apartment units located in three 2-story structures. Parking for 48 cars is pro'ided onsite. The project will also have a swimming pool, laundry facilities and a gas barbecue. Since the Design Review Committee meeting, the applicant has revised his plan to include the construction of carports over 25 of the parking spaces along the'', east side of the property and over seven spaces opposite the pool. Storage plan. Under the ordinance the applicant must provide 150 cu. ft. of storage space for eac unit, 60 cu. ft. of which must be adjacent to the unit it serves. The amount of torage actually provided exceeds the requirements of the ordinance both for adjacent and,non-adjacent storage. Adjacent storage spaces are located in the private patios and bal onies, and the non-adjacent spaces are in the carport areas with additional storage loo ted in the laundry and service areas. No unit has its required storage in more than two, locations as required by the ordinance. !4. Standard requirements. Staff discussed with the developer the recommended conditions of approval and the cit requirements relating to standard fees and improvements at the subdivision conference mee ing held on October 15, 1979. ~g~~
