BACKGROUPJD 1. The applicant has submitted a tentative subdivision map for Sea Vale Condominiums, Chula Vista Tract 80-1, for the conversion of 46 existing apartment units located at 695 Sea Vale Avenue in the R-3 zone into a one lot condominium project. 2. The project is exempt from environmental review as a class 1(i) exemption. B. DISCUSSION 1. Existing site characteristics. a. The subject property is a 1.6 acre (241' x 303') parcel located on the north side of Sea Vale Street between Woodlawn and Oaklawn Avenues. The site is presently deJ'eloped with 46 units (22 two bedroom and 24 one bedroom) located within five buildings (two and three story). The property is slightly below the level of the street and has beQn graded to create varying level building pads. The northerly portion of the site lies within the Sweetwater Flood Plain but the floor level of the units is located above the flood plain. A total of 68 parking spaces are provided onsite with 26 of the spaces located within carports which represents the ground floor level of the three story structures. b. On October 25, 1979 the Design Review Committee unanimously approved the project subject to three minor modifications. 2. Storage plan. The P4unicipal Code requires that each of the 22 two bedroom units have 200 cu. ft. of stgrage space (80 cu. ft. must be adjacent to the unit) and each of the 24 one bedroom units have a total of 150 cu. ft. BOARD/COMMISSION RECOMMENDATION On November 14, 1979 the Planning Commission voted 6-1 to recommend approval of the tentative map in accordance with Resolution PCS-80-1. In addition, each of the 26 carport spaces has an 80 cu. ft. storage space located at the end of the stall. ,Therefore, if a carport space is assigned to each of the 22 two bedroom units, the minimum required storage for those units will also be exceeded. The following table Summarizes the storage situation.
