The Tentative Map for Bonita Haciendas Subdivision was
approved on ,June 1978. The subject resolutions wi 11
approve the map and take other actions required by the
Tentative Map as discussed below:
a) L and L Development Company, a California General
Partnership and owner, has paid all fees, submitted all
bonds and required docu,nents. The agreement and surety
bonds in the amount of_ S•~7~5,4OO guarantee the
installation of the public improvernents being
constructed in conjunction with the Bonita Haciendas
Subdivision. The work will be performed in accordance
with approved plans on file in the Office of the City
Engineer.

b) One condition of approval of the Tentative Map required
the developer to acquire the ultimate right--of_--way for
Canyon Drive between the subdivision boundary and Otay
Lakes Road, This has been accomplished and a Grant
Deed for this property along with a small additional
area has been executed in behalf of the Sweetwater
Union High School District and submitted for acceptance
by the City Council. The right of way for Canyon Drive
is not ded icated on the Final. Map and it is appropriate
that Counc it name and ded icate it as Canyon Drive upon
its acceptance.
c) A Grant Deed for one foot control.. lots E, F and G has
been executed by L and L Development Company and
submitted for acceptance by the City Council. These
lots are required to control access and adjacent
development, and it is appropriate that Council accept
them.
d) A sewer pum p station is being included in the
construction for this subdivision. The pump station
will direct sewage flows to a sewer main in Otay Lakes
Road until a gravity sewer through the proposed Bonita-
Long Canyon Subdivision has been built. The developer
of_ Bonita Haciendas has posted a cash deposit of
$?_,£i80.55 with the City to cover his proportionate
share of the cost of this sewer. It is also necessary
that an agreement between this developer and the City
provide for the maintenance and operation of the sewer

future. This type of agreement may become very common
in all future developments of the E1 Rancho del Rey
area. An agreement providing for inclusion in a future

executed by the developer and is submitted for Council
approval.
f) The future construction of. a portion of Cumbre View has
been guaranteed by depositing $19,C4Q with the City.
In the event that the street is not built within l~
years and the City decides that it is not needed the
face amount of the deposit will be returned to the
developer.

widen Otay Lakes Road northerly and southerly of its
intersection with Canyon Drive. In lieu of
constructing these improvements, the developer has
posted $23,781 with the City f_or participation in a
larger scale widening proj ect on Otay L ekes Road .
Staff concurs that this amount represents a fair share
of the cost of the work. The developer has also posted
$5,OOQ with the City to cover the cost of widening Otay
Lakes Road across the frontage of an adjacent owner,
the Otay Land Company. This amount is acceptable to
staff and to the Otay Land Company as payment for right
of way required for the widening.
The developer has made arrangements f_or necessary
right of way for Otay Lakes Road widening mentioned in
the preceding item. The Otay Land Company has executed
the Grant Deed for this additional right of way and
submitted it for acceptance by Council. It is
appropriate that this right of way be accepted and that

Via Encantada, Via La Cueste, Encantada Court and a
portion of Cumbre View. It also includes the granting
of slope rights and easements for sewer and storm drain
facilities, utilities and street trees.

Tentative Map as discussed below:

pump station. The developer has executed this
agreement and submitted it for Council approval.
The agreement provides for the developer to post $1,500
with the City to guarantee the maintenance and
operation of the station until all the units are sold.
Homeowners will each pay 52.20 per month on their water
bills for continuing maintenance and operation during
the lifetime of the station.
e) A condition of approval for the Tentative Map provided

The Tentative Map for Bonita Haciendas Subdivision was
approved on June 5, 1978. The subject resolutions will
approve the map and take other actions required by the
Tentative Map as discussed below:
a) L and L Development Company, a California General
Partnership and owner, has paid all fees, submitted all
bonds and required documents. The agreement and surety
bonds in the amount of $47b,400 guarantee the
installation of the public improvements being
constructed in conjunction with the Bonita Haciendas
Subdivision. The work will be performed in accordance
with approved plans on file in the Office of the City
Engineer.

Canyon Drive between the subdivision boundary and Otay
Lakes Road. This has been accomplished and a Grant
Deed for this property along with a small additional
area has been executed in behalf of the Sweetwater
Union High School District and submitted for acceptance
by the City Council. The right of way for Canyon Drive
is not dedicated on the Final Map and it is appropriate
that Council name and dedicate it as Canyon Drive upon
its acceptance.
c) A Grant Deed for one foot control lots F., F and G has
been executed by L and L Development Company and
submitted for acceptance by the City Council. These
lots are required to control access and adjacent
development, and it is appropriate that Council accept
them.
d) A sewer pump station is being included in the
construction for this subdivision. The pump station
will direct sewage flows to a sewer main in Otay Lakes
Road until a gravity sewer through the proposed Bonita-
Long Canyon Subdivision has been built. The developer
of Bonita Haciendas has posted a cash deposit of
52,880.55 with the City to cover his proportionate
share of the cost of this sewer. It is also necessary
that an agreement between this developer and the City
provide for the maintenance and operation of the sewer

purchasers but it is suggested that procedures be
established to ensure that purchasers of homes are made
fully aware of such potential financial impacts in the
future. This type of agreement may become very common
in all future developments of the E1 Rancho del Rey
area. An agreement providing for inclusion in a future
program has been prepared, however. it has been
executed by the developer and is submitted for Council
approval.
f) The future construction of a portion of Cumbre View has
been guaranteed by depositing $19,040 with the City.
In the event that the street is not built within 10
years and the City decides that it is not needed the
face amount of the deposit will be returned to the
developer.

widen Otay Lakes Road northerly and southerly of its
intersection with Canyon Drive. In lieu of
constructing these improvements, the developer has
posted 523,784 with the City for participation in a
larger scale widening project on Otay Lakes Road.
Staff concurs that this amount represents a fair share
of the cost of the work. The developer has also posted
55,000 with the City to cover the cost of widening Otay
Lakes Road across the frontage of an adjacent owner,
the Otay Land Company. This amount is acceptable to
staff and to the Otay Land Company as payment for right
of way required for the widening.
The developer has made arrangements for necessary
right of way for Otay Lakes Road widening mentioned in
the preceding item. The Otay Land Company has executed
the Grant Deed for this additional right of way and
submitted it for acceptance by Council. It is
appropriate that this right of way be accepted and that
it be dedicated and named Otay Lakes Road.
h) The Final Map for Chula Vista Tract 78-2, Bonita
Haciendas, has been checked by the Engineering
