PLEDGE OF ALLEGIANCE - SILENT PRAYER
The pledge of allegiance to the flag was led by Chairman O'Neill and was
followed by a moment of silent prayer.
APPROVAL OF MINUTES
Correction to page 4 of the minutes of 3/28/84 was offered by Commissioner
Shipe stating Commissioner Green not Commissioner Shipe abstained from voting
on Item 1 (Chula Vista Sanitary Service) because of a conflict of interest.
MSUC (Shipe/Green) to approve minutes of 3/28/84 as corrected and the minutes
of 4/25/84 as mailed.

1. PUBLIC HEARING: CONSIDERATION OF REQUEST FOR EXTENSION OF TENTATIVE
SUBDIVISION MAP, BONITA LONG CANYON ESTATES, CHULA
VISTA TRACT 84-1, 1700 BLOCK EAST "H" STREET - THE
GERSTEN COMPANY
Principal Planner Lee stated that the tentative map for this project was
approved on May 26, 1981. The developer is requesting a three-year extension
stating the processing of improvement plans and final map has required
extensive coordination wi th the City, County and adjacent property owner and
engineering studies involving water distribution. Staff recommends approval
as there have been no significant changes to affect the original conditions or
findings of approval.
This being the time and the place as advertised, the public hearing was opened.

James F. Ashbaugh, CEP Associated, 5466 Complex Street, San Diego,
representing the Gersten Company, stated his willingness to answer any
questions.
No one wishing to speak, the public hearing was closed.,
MSUC (Pressutti/Shipe) to adopt a motion approving a three-year extension of
the tentative map for Bonita Long Canyon Estates, Chula Vista Tract 81-4, the
map to then expire on May 26, 1987.

FEET OF A 2.95 ACRE PARCEL LOCATED AT THE NORTHEAST
CORNER BROADWAY AND MOSS STREET FROM C-T to R-3, WAYNE
BIENHOFF
5. PUBLIC HEARING: PCC-84-16, REQUEST TO CONSTRUCT A 136-UNIT SENIOR
HOUSING PROJECT LOCATED AT THE NORTHEAST CORNER OF
BROADWAY AND MOSS STREET - WAYNE BIENHOFF
At this time, Principal Planner Lee presented a written request by the
developer that Items 4 and 5 be continued until the meeting of May 23, 1984.
This being the time and the place, the public hearing was opened.
Chairman O'Neill asked if anyone wished to speak to the continuance of Items 4
and 5 to the meeting of May 23, 1984. No one spoke.
MSUC (Cannon/Pressutti) to continue Items 4 and 5 to the meeting of
May 23, 1984.
2. PUBLIC HEARING: PCS-85-5 - CONSIDERATION OF TENTATIVE SUBDIVISION MAP
FOR PARK VISTA, CHULA VISTA TRACT 84-5 STARBOARD
INVESTMENT COMPANY
Principal Planner Lee explained the 1.43 acre project site is comprised of
three parcels located at 54-56 Fourth Avenue. The single family dwelling on
each lot will be removed to develop a one-lot 43-unit condominium project.
The project was reviewed and approved by the Design Review Committee on March
15, 1984. Mr. Lee stated the proposed buildings feature contemporary
architecture with a series of asphalt shingle pitched roofs, stucco exterior
and wood trim; the access is provided at the southerly property line; 75
parking spaces are provided on site with 18 carports located underneath
Building 2. The buidings are stepped down to provide a view of the park.
Staff recommends approval with the two conditions shown in the staff report.

Bradford Saunders, Starboard Investment Company, 600 "B" Stret, Suite 1900,
San Diego, 92101, stated his willingness to answer any questions, and that the
listed staff conditions were acceptable.

MSUC (Guiles/Cannon) to find this project will have no significant
environmental impacts and adopt the Negative Declaration issued on IS-84-17.
MSUC (Guiles/Cannon) that based on the findings contained in Section "E" of
the staff report, to recommend that the City Council approve the tentative
subdivision map for Park Vista, Chula Vista Tract 84-5, subject to the
conditions shown in the staff report.
3. PUBLIC HEARING: PCZ-84-G - CONSIDERATION TO REZONE 0.65 ACRES LOCATED
ON THE 200 BLOCK OF EUCALYPTUS COURT FROM R-l-15 TO
R-1 - FRANK E. FERREIRA
Commissioner Green stated he would be unable to vote on this project because
of a convict of interest and left the dias at 7:15 p.m.
Principal Planner Lee stated the project involves a request to rezone a 0.65
acre parcel from R-l-15 to permit division of the property into three lots of
7,500, 9,500 and 11,500 square feet respectively. The proposed rezoning is in
keeping with the area. Mr. Lee noted that a petition in opposition had been
filed with the Department representing about a dozen residents. He presented
slides showing the location of the parcels, the topography, adjacent land
uses, and the location of those opposing the project.
In rely to questions from the Commission, Mr. Lee said access to the property
would be provided across one corner of the most westerly lot; and that a joint
access would be needed to develop the properties.
This being the time and the place as advertised, the public hearing was opened.
Frank E. Ferreira, 270 Bonita Glen Drive, CV 92010, the applicant, stated he
had owned the property over 20 years but topography had hampered its
development; he has, however, an easement on one of the lots; all three lots
will have street frontage; and expressed his willingness to answer any
questions.
Cliff Bowman, 295 Eucalyptus Court, CV, property owner and neighbor, stated
his objection to the grading of the steep easement as jeopardous to his
house. He requested a thorough review of the property before any grading is
permitted.
Commissioner Pressutti asked what controls the Planning Commission had over
such a situation and was informed that any access through the property is a
private matter between Mr. Bowman and Mr. Ferreira and if a grading permit is
requested, Mr. Bowman should follow up with the Engineering Department.
Mr. Ferreira stated that the grading has been engineered and discussed with
the City Engineer; Mr. Bowman's house is in no danger as it is 30 feet away
from the nearest grading point; the grading meets the criteria for emergency
vehicles.

Commission Green returned to the dias at 7:28 p.m.
MSC (Shipe/Pressutti) - Green abstained - to recommend that the City Council
enact an ordinance to change the zone of the 28,436 square foot parcel located
immediately south of Eucalyptus from R-l-15 to R-1.
DIRECTOR'S REPORT
Director of Planning Krempl informed the Commission that:
The Council had referred the proposed amendment of the Municipal Code
relating to Carnivals to the Planning Commission.
The agenda for the Workshop meeting of May 16 will include an update
on the Sphere of Influence, and the Land Development Process Study.
COMMISSION COMMENTS
- The Commission decided they would return to Marie Callender's for the
dinner portion of the meeting.
- Commissioner Green reminded the Commission he had abstained from Item
3 because of a conflict of interest.
