Item 7 ITEM TITLE: Meeting Date 10/25/88 Resolution~~ ~~ Amend agreement with Imperial Beach for use of Chula Vista Animal Shelter vJ Director of Publ i c safety-j} ~ f,J~ City Manager~ (4/5ths Vote: Yes No x ) t.! -- SUBMITTED BY: REV I EWED BY: On July 26, 1988, City Council approved an agreement with the City of Imperial Beach to provide animal shelter services. ~Jhen the Imperial Beach City Council approved the agreement, they made some amendments that were not part of the agreement approved by the Chula Vista Council. Chula Vista staff does not have a problem with the amendments made by Imperial Beach and, therefore, supports the adoption of the subject resolution. RECOMMENDATION: That Council approve the amended agreement. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: _he ori gi nal agreement, item 5, stated: "Animal s brought into the shel ter wi 11 e euthani zed if they are not redeemed by thei r owners or adopted by new owners. In ei ther case, euthanasia wi 11 not take place any sooner than 72 hours after the animal has been received. The only exception to the 72-hour rule is the case of seriously ill or injured animals." This paragraph was amended by Imperial Beach to read: "Animals brought into the shelter will be euthanized if they are not redeemed by thei r owners or adopted by new owners. I n any case, euthanas i a wi 11 not take place any sooner than three working days if the animal was not wearing a 1 i cense tag when impounded and not 1 ess than fi ve work i ng days if weari ng a license tag. The Imperial Beach City Council opposes the practice of 'pound sei zure, I therefore, animal s impounded in all porti ons of the incorporated territory of the City of Imperial Beach (92032) shall not be released for the purpose of medical research." The first change is in allowing an extra two days for a dog with a license to be claimed or adopted. The shelter sees no problem in complying with this request. Second, is the issue of "pound seizures" was also not included in the original agreement. Since the shelter does not currently release animals for research, this request will not create a problem. Based on our current procedures, both of these requests would be acceptable. It is recommended that Council approve the amendment to the agreement. ~ISCAL IMPACT: None with this action.
