In late September, 1988, the City received a letter from the State Department
of Conservation announcing a new project sponsored by the Recycling Division.
Grant funds have been awarded to Californians Against Waste (CAW), a
statewide, nonprofit, private agency dedicated to reducing waste and effecting
environmentally sound solid waste management. With those funds, CAW will
sel ect a communi ty to provi de a twel ve month program to research, coordi nate
and implement the planning process for a comprehensive recycl ing program.
Cities and counties with little or no recycling activities were encouraged to
apply for these consultant services.
The announcement of this opportunity was timely for the City. The County of
San Diego has recently adopted a 30% waste stream reduction goal by 1992 for
_the Solid Waste Management Plan. Through SANDAG's Regional Recycling Strategy
dvisory Committee, the County has communicated the urgency of the cooperation
of local cities in achieving the goal, since we are dependent on County
landfills. In addition to the general issue of waste management, staff has
been preparing to respond to a Council referral from 1987 on the question of a
curbside recycl ing program. Addressing both the general and specific issues
requires technical expertise not currently available in the City.
In order to pursue this opportunity, staff was required to submit an
application by October 14, 1988, a deadline which did not allow sufficient
time for prior Council approval. In an Information Item dated October 7,
1988, Council was advised of the pending application, time constraints, and
plans for a resolution to be placed on the agenda for this meeting.
RECOMMENDATION: Adopt resolution.

DISCUSSION:
For the City to be considered for this project, there were three main
i nformati onal areas to be addressed: general demographi c data; a descri pti on
of the interest and level of commitment of the City to the need for a
recycling program in the community; and letters of support from a broad

spectrum of the community. Due to the time constraints of the filing
deadl i ne, approval was recei ved from the CAW Project Manager to send the
letters of support subsequently, along with the City Council resolution
affirming official Council support. Staff is in the process of gathering
letters from local businesses, citizen and community groups, recyclers, waste
haulers, etc.
If the City is selected for the services offered by this project, it is
anticipated that some staff support (administrative and clerical) and work
space may be required. Some activities CAW will design and/or assist with
include:
Surveying public opinion and attitudes towards various recycling
activities and potential for participation.
Surveying and identifying markets for recyclable materials, taking
into account volumes available, transportation costs, and long term
demand.
Preparing a "menu" of waste reduction and recycling opportunities for
the communi ty. The program wi 11 outl i ne costs and benefi ts, and
their potential for successful implementation.

Coordinating a meaningful community involvement process to build
broad consensus for recycl i ng choi ces. Input woul d be sought from
citizens, community groups, and businesses in order to achieve
support by and for the community.
Developing written materials explaining the current situation facing
Chula Vista and the potentials offered by various recycling and waste
reduction efforts.
Conducting community workshops to discuss the menu of recycling
opportunities with business groups, neighborhood associations, public
interest groups, community service organizations, and waste industry
and recycling representatives.
At the completion of the program, CAW will present Council with a
comprehensive model recycling plan tailored to the needs of Chula Vista. The
funding and implementation of the plan will be addressed at this point. The
plan will include:
A "how-to" process for devel opi ng a state-of-the-art, cost-effecti ve
recycling program.
An analysi sand eval uati on of specifi c recycl i ng opportuni ti es such
as: mandatory vs. voluntary curbside; co-mingled vs. source
separated materials; composting; and "buy-back" recycling.
. A budget plan.
A promotion strategy.

These consultant services are valued at $50,000 to $100,000. As an additional
consi derati on to the sel ecti on commi ttee for thi s project, it was suggested
that the benefits of providing the services in Chula Vista could be multiplied
by using our program as a model for the other eighteen cities in the County,
through the coordinating function of SANDAG.
A decision is expected to be made by early November. If Chula Vista is not
selected, staff will return to Council at a future date to specifically
address the curbside recycling referral.
FISCAL IMPACT: None. Any staff support and work space needed will come
from existing resources.
