INTRODUCTORY REMARKS Chairman Cannon reviewed the composition of the Planning Commission, its responsi- bilities and the format of the meeting. APPROVAL OF MINUTES MSUC (Tugenberg/Shipe) to approve the minutes of the meeting of October 9, 1985 as mailed. ORAL COMMUNICATIONS None 1. PUBLIC HEARING: (Continued) CONDITIONAL USE PERMIT PCC-84-11 - REQUEST TO ESTABLISH A CHURCH, DAY SCHOOL AND PRESCHOOL AT THE NORTH- WESTERLY CORNER OF EAST 'H' STREET AND BUENA VISTA WAY - PILGRIM LUTHERAN CHURCH (TOM BUSHFIELD, AGENT) Principal Planner Lee noted that this application to construct a school and church on 9.5 acres had been continued to permit review of the acoustical data and the development standards for private schools. Since September, when the application was submitted, Council has adopted the revised E1 Rancho del Rey Specific Plan Amendment and has designated the subject location for public facilities and open space land use. The proposed Junior High has been deleted from the project thus decreasing the enrollment from 700 to 400 students. Staff has been directed to use the draft Private School Standards in the evaluation of the project. The plan is in four phases: (1) the preschool and parish hall; (2) the elementary school; (3) the main sanctuary and related parking; and (4) the gymnasium and athletic field. The proposed plan (with condO%ions of approval relating to construction of Planning Commission -2- November 13, 1985 public improvements) complies with the ERDR SPA and the reduced enrollment will conform to the draft Private School Standards. Public improvements; a minimum setback of 30 feet of landscaping along "H" Street; approval by the DRC of the phasing plans and construction of the play area along with the school are required. Mr. Lee suggested the Commission might want the grading plans coordinated with the adjacent parcel (which is for sale) to ensure compliance with the ERDR Plan. Commissioner Cannon inquired if Subsection "k" requiring that Phase 2 (school construction) be concurrent with Phase 4 (turf and open space) included construction of the gymnasium and athletic field. Mr. Lee replied that the architect would be required to file plans, but the construction of the gymnasium was at the discretion of the applicant with no set time schedule indicated. In reply to questions by the Commission, staff replied that (1) the signalization at "H" Street and Paseo del Ranchero had been included in the original count of traffic signals between 1-805 and Otay Lakes Road; (2) no addition of a Junior High at a later date was contemplated as the application reflected the new draft Private School Standards; (3) it would not be economical to build a parish hall and school and not complete the rest of the project on so large a site; that if the Commission desired the gym to be constructed with Phase 3, it could be so conditioned; (4) that the condition of a "landscaped berm on the south edge of the property along "H" Street" could be added at Commissioner Tugenberg's request. This being the time and the place as advertised, the public hearing was opened. No one wishing to speak, the hearing was closed. MSUC (Tugenberg/Shipe) to recertify EIR-83-2A per the attached Addendum. MS (Tugenberg/Shipe) that based on ~the Findings contained in Section "E" of the report, to approve the request, PCC-84-11, to establish a church, day school and preschool on 9.5 acres located at the northwesterly corner of East "H" Street and Buena Vista Way subject to conditions "a" through "k" with the addition of condition "1" and "m" as follows: 1. A grading plan shall be submitted to conform with the adjacent property. m. A berm shall be built on the 30-foot landscaped section northerly of East "H" Street. AMENDMENT TO THE MOTION: MS (Cannon/Carson) that condition "n" be added and condition "k" be amended as follows: n. Failure of the project to conform with the Noise Standards of the City of Chula Vista will be grounds for revocation or amendment of Conditional Use Permit PCC-84-11. k. Phase 2 (School Construction), Phase 4 (Turfed Open Space) and the play facilities and gymnasium shall be constructed. Commissioner Tugenberg expressed his concern at the modification to condition "k" as being difficult and unfair as it is hard for religious facilities to raise money and a gym might be economically infeasible at this time. Commissioner Cannon, however, said that his concern was that the gym might never be constructed. Planning Commission -3- November 13, 1985 The motion as amended passed (5-1) with Commissioner Tugenberg voting "no". 2. PUBLIC HEARING: CONSIDERATION OF 2-YEAR EXTENSION OF THE TENTATIVE MAP FOR WOODLAND PARK, CHULA VISTA TRACT 82-1 Principal Planner Lee noted that the tentative map had been approved by Council on November 3, 1981; was extended for 1-year on October 24, 1984 and the developer is now requesting a 2-year extension. As there have been no significant changes in the immediate vicinity that affect the original conditions or findings for approval; staff recommends approval of the extension to November 13, 1985. If a final map is not approved by that date, the developer will be required to process a new tentative map. This being the time and the place as advertised, the public hearing was opened. No one wishing to speak, the public hearing was closed. MSUC (Shipe/Tugenberg) to approve a 2-year extension of the tentative map known as Woodland Park, Chula Vista Tract 82-1. The map to then expire on November 13, 1987. 3. PUBLIC HEARING: PCM-86-7 - REQUEST TO PROVIDE EIGHT TANDEM PARKING SPACES AT 495 SMITH AVENUE - DR. VICTOR URANGA Principal Planner Lee stated that this is a request to deviate from the standards of the Municipal Code to provide eight tandem parking spaces in conjunction with the construction of a 3,200 square foot medical office building on the corner of Smith and "H" Street. The justification for the tandem parking is that the additional office space that can be supported by the provision of more parking spaces is critical to the economic feasibility of the project. Staff recommends denial on the premise that tandem parking would tend to overburden on-street parking. In reply to the Commission, Principal Planner Lee said he knew of no tandem parking spaces being utilized in the commercial area. Paul M. Jimenez, 532 Otis St., a neighbor, spoke against the tandem parking as it would increase traffic in an already congested alley with the possibility of damage occurring to his fence (which has been knocked down twice already). Mr. Jimenez declared that if the tandem parking was approved there should be: (1) monitoring of the existing traffic in the alley and at the intersection of Smith and "H" Street; (2) a speed limit posted in the alley; (3) a one-way designation in the alley; and (4) speed bumps installed in the alley. Dr. Victor Uranga, 3463 Wesley Avenue, San Diego, the applicant, commented that the project would not affect the traffic on "H" Street; the four spaces would be assigned to staff and would not be vacated during office hours; the building is the last single-family house on "H" Street, the rest being commercial; and there would be, at the most, three physicians and a staff of two.
