As a result of the RFP process, staff has negoti ated a contract with B. S. I. Consul tants to provi de for public works construction inspection services during the FY 88-89 period. It ;s estimated that the consultant will provide about 800 person hours of construction inspection services at a total cost of $34,400. RECOMMENDATION: That Counci 1 approve the agreement and authori ze the Mayor to execute on behalf of the City. _BOARDS/COMMISSIONS RECOMMENDATION: ISCUSSION: Not applicable. Due to the current level of construction activity in the City of Chula Vista, it is impossible to provide an adequate level of inspection services with the current Engineering Inspection Section staff. This issue was addressed during the FY 1988-89 budget review process. At that time, City Council authorized staff to address this workload problem via contractual inspection services. As a result of a Request for Proposals to provide construction inspection services, tile City received five proposals. The proposals are as follows: 1. B . S. I. Con s u 1 ta n ts 2. Willdan Associates 3. Luke-Dudek Civil Engineers, Inc. 4. Bernard Cook & Company, Inc. 5. Pacific Engineering Laboratories, Inc. (for soil testing services only) The proposal from Bernard Cook & Company, Inc. did not give a rate. Page 2, Item 10 Meeting Date 10/11/88 as the top fi rm for three reasons: they had they better met the time requi rements; and, Staff, therefore, has negotiated a contracted with B.S.I. Consultants, Inc. to obtain the needed construction inspection services for FY 88-89. These services will include the inspection of grading work, the construction of curb, gutter, sidewalk, driveways, storm drain, sewers, street lights, asphalt concrete and portland cement concrete pavements. B.S.I. will be compensated for the inspector IS services at a rate of $43.00 per hour with an estimated total fee of $34,400 (800 person hours of construction inspection services). B.S.I. will provide the inspector's vehicle and a paging unit under that hourly rate. It should be noted that the contract inspector will be assigned to projects within the El Rancho del Rey Specific Plan Area. Work now in progress includes the widening of Otay Lakes Road between Camino Del Cerro Grande and Ri dgeback Way, stabil i zati on of Ri ce Canyon, Busi ness Center-East IIH" Street and Paseo Ladera, and grading for Rancho Del Rey No.2. Therefore, the expense for this contract will be reimbursed by developer's fees. FISCAL IMPACT: The estimated cost of thi s contract total s $34,400.
