The Mission Verde Subdivision is currently proposed to be served by a sewer
pump station. The developer of the subdivision is proposing to provide for
the ongoing maintenance of the pump station through formation of a special
sewer service charge district similar to the district providing for the
maintenance of the Chula Vista Woods pump station. Adoption of the above
listed ordinance will enable the City to collect sufficient funds with the
water bills to guarantee the continued maintenance and operation of the pump
station.
.RECOMMENDATION: That City Council approve the resolution and introduce the
ordinance listed above.

DISCUSSION:
The Mission Verde Subdivision, which is located at the northwest corner of
East "J II Street and proposed Paseo Ranchero, is to be served by a sewer pump
station.
The owner, Mission Village Properties, has requested that the City establish a
special sewer service charge rate area to provide for ongoing maintenance of
the sewer pump station. This would be similar to other special sewer service
charge rate areas established for the same purpose. The most recent of these
is the Chula Vista Woods special sewer service charge rate area established in
December 1986. That rate area was recently modified to include the Rancho del
Sur Subdivision. The boundaries of the proposed special sewer service rate
area would be the boundaries of the Mission Verde Subdivision as shown on the
Final Subdivision Map, Map No. 12165.
The developer has deposited $5000 with the City to cover the costs incurred
during the first year of operation of the pump station. By the time the
initial deposit is expended, the City will be collecting sufficient funds each
year for continued maintenance and operation. The initial rate will be set at
.$6.00 per month per unit. On an annual basis, the City will review the cost
of maintaining the Pump Station and adjust the special sewer service rate

accordingly. Although the proposed ordinance does not establish a maximum
charge, it limits the charges to costs directly associated with maintenance
and operation of the pump station and costs associated with removal of the
pump stati on and connecti on to a gravi ty sewer system when such connecti on
becomes feasible.
Mission Village Properties, as current owner of all lots within Mission Verde,
has entered into an agreement in which they agree to formation of the special
sewer rate area on behalf of the future property owners.
An additional condition imposed on the Tentative Map requires the developer to
demonstrate how the project can ul timately connect to the Ri ce Canyon sewer
and to deposit his proportionate share of the construction costs for said
connection with the City prior to issuance of building permits.
