SUBMITTED BY: Director of persjP~ CITY MANAGE13 (f't, (4j5THS Vote: Yes REVIEWED BY: No X On July 1, 1988, the City entered its ninth year of providing Employee Assistance Program (EAP) services to employees and their families. The attached contract renews the EAP service period with Personal Assistance Services from July 1, 1988 to June 30, 1989. The annual cost for this new contract is $6,533.88 which represents a 4.7% increase over last year's cost. Employee and family members continue to use EAP services more each year as the statistics in this report indicate. staff has been pleased with the quality of the EAP services provided by Personal Assistance Services. Presented herewith is information regarding utilization during calender year 1987. RECOMMENDATION: Adopt Resolution ratifying agreement and authorizing Mayor to sign. DISCUSSION: The City's EAP Program is a referral based program that allows employees and family members to obtain up to three one-to-one counseling sessions to: identify and assess personal problems, provide short term assistance and develop a treatment plan. In addition to these services, on-site orientation and supervisorial training sessions are conducted each year. Personal Assistance Services maintains relationships with community organizations and service providers that have expertise in the full range of personal problem areas. During calendar year 1987 the EAP Program accomplished the following: 1. Forty-eight new individual cases were serviced. represents a 50% increase over the thirty-two that were serviced in 1986. This cases . - . . Item 5 Meeting Date 10/4/88 2. Fifty-nine total sessions were provided for sixty-one employees and family members. This is roughly a 55% increase over 1986. 3. There were supervisors increase. made by is a 41% performance referrals compared to 1986. This seven (14.6%) 4. There were forty-one self referrals (85.4%) compared to 1986. This is a 133% increase. 5. Two supervisory training sessions were conducted for twenty-three supervisors. 6. Eleven performance consultations were conducted wi th eleven supervisors. 7. Thirteen employee orientation sessions were conducted for 344 employees. The overall success rate, defined as betterment or resolution of personal problems, was basically the same in 1987 as in 1986- 93%. Item 5 Meeting Date 10/4/88 Overall, the work force impact rate of the EAP Program was 8% in 1987, that is, forty-eight out of 600 employees. The work force impact rate in 1986 was 6.4%.
