1. PUBLIC HEARING: CONSIDERATION OF REVISED DEVELOPMENT PLAN FOR LOTS 324
AND 325 OF HIDDEN VISTA VILLAGE (WINDJAMMER CONDOS),
PCM-8O-13-B, FINANCIAL SCENE, INC.
Principal Planner Lee noted that this sectional planning area originally
involved a condominium project of 102 units. The applicant is now proposing a
project on the same site with 100 units, a diminished open space area between
them, a large open space in the center with a pool and restroom/storage
building and with the units being set back from the private road system. The
change is a result of current market demands. The revised design features
more individual unit design and less massiveness. The project consists of 28
duplexes and ll 4-plexes to be built in two phases. Ninety percent of the
units will be two-story. There will be a 2-1 parking ratio plus an additional
42 spaces in parking bays located throughout the project. The rear yards will
be defined by a low wall system instead of the typical 5- to 6-foot fence
arrangement.
Staff is recommending recertification of the EIR and approval of the project
subject to the staff conditions listed.
In response to questions from Commissioner Guiles, Principal Planner Lee
replied that Il) the exit and entrance conditions of the project had been
reviewed by the Fire Department and it had been determined that the access
point was best located away from "H" Street, that the basic topography
inhibited a second access, also the loop system precluded any problem with
emergency services, and (2) a Homeowner's Association would be established and
all major slope banks are part of an open space maintenance district including
the natural space areas dedicated over to the City.

This being the time and the place as advertised, the public hearing was opened.
Ken Baumgartner, McMillin Development, 2727 Hoover Avenue, National City,
92050, representing Financial Scene, stated market demands have changed since
1980. In 1980, 75 percent of the planned units were in excess of 1700 square
feet with the smaller 1-bedroom units having 1300 square feet. An identical
project built in Rancho Bernardo, however, was unsuccessful and analysis
indicated the smaller units, as illustrated in this project, are now more
desirable in the market place. Mr. Baumgartner noted that the street pattern,
although basically the same, is more efficient with several double-loaded
streets (power and sewer lines accessible from both sides of the street).
There are also fewer streets and the landscaping has been designed for easier
maintenance.
Mr. Baumgartner then requested that the name of one of the private streets be
changed from Fossil Circle to Windjammer Circle. He was informed that staff
had no objection to the name change.
No one else wishing to speak, the public hearing was closed.
MSUC (Shipe/Johnson) to recertify EIR-79-8 with the notation that the
information in the report was considered.
MSUC (Shipe/Johnson) to recommend that Council adopt a resolution approving
the revised development plan for lots 324 and 325 of the Hidden Vista Village
subdivision subject to the conditions listed in the staff report.
MSUC (Shipe/Johnson) to recommend that Council approve the street name change
of Fossil Circle to Windjammer Circle subject to review by the Public Safety
Department.
2. PUBLIC HEARING: CQNSIDEP~ATInN nF TENTATIVE SUBDIVISIDN MAP FnR APPEL
SUBDIVISION, CHULA VISTA TRACT 84-3, APPEL DEVELnPMENT
CURP.
Principal Planner Lee reviewed the project stating the applicant wishes to
develop a one-lot condominium project consisting of 44 units on a 1.51 acre
parcel located between the 500 block of Casselman and "D" ~treets. The
project was approved by the Design Review Committee, is presently under
construction, and the applicant has taken out his permit as an apartment
project but plans to take out his subdivision map so he can proceed with the
sale of the units. The project does conform with the City condominium unit
regulations and staff recommends approval subject to the conditions contained
in the staff report.
Commissioner O'Neill asked if the project had been before the Commission
previously regarding a front yard setback varianace and why the project was
partially completed prior to approval of the subdivision map. Mr. Lee replied
that a previous design for this property had been before the Commission as
noted, but the applicant had changed architects. If the subdivision map were
denied, the applicant would continue construction as an apartment project.

Commission discussion ensued about the location and need for play areas for
children, the need in the City for apartment rentals versus condominium sales,
the increase in enrollment levels above capacity of local schools and the
requirements of most financial institutions for the recording of subdivision
maps as a safeguard against rent control.
This being the time and the place as advertised, the public hearing was opened.
James Algert, Algert and Hay Engineering, Inc., 429 Broadway, CV 92010,
representing the applicant, stated there was a minor discrepancy in condition
4 with reference to the curb outlets. The outlets on both streets are shown
as D-25, while the one on "D" Street is "a D-27".
No one else wishing to speak, the public hearing was closed.
MSUC {Johnson/Guiles) to find this project will have no significant
environmental impacts and adopt the Negative Declaration issued on I~-83-26.
MR (Johnson/Shipe) - Green voted "no" - that based on the findings contained
in Section "E" of the report, to adopt a motion recommending the City Council
approve the tentative subdivision map for Appel Subdivision, Chula Vista Tract
84-3, subject to the conditions contained in the staff report and with
condition 2a{4) modified to indicate construction of one type "A" outlet per
- Regional Standard Drawing D-25 on Casselman and a pair of 4-inch PVC
under-sidewalk drains per Regional Standard Drawing D-27 on "D" Street.
Commissioner Green noted he had reservations about the functioning of smaller
condominium projects particularly those with a lack of recreational
facilities. He said he will take this position in the future.
3. PUBLIC HEARING: CONSIDERATION OF TENTATIVE SUBDIVISION MAP FnR LF
TRIANON, CHULA VISTA TRACT 84-4, THE WIECHERS
CORPORATION
Principal Planner Lee noted the project involved a tentative subdivision map
to develop a one-lot condominium project of nine units on a 50' x 290' parcel
located at 330 "G" Street. The site is one of the last single-family lots in
the area and a difficult site on which to develop. The applicant received
approval from the Design Review Committee for the three 2-story, residential
structures interconnected by a series of carports which furnish the base for a
solarium for the units. The purpose of the subdivision map is to allow the
developer to proceed with public sale of the units. Approval is recommended
subject to the two conditions contained in the staff report.
This being the time and the place as advertised, the public hearing was
opened. James Algert, Algert and Hay Engineering, Inc., 429 Broadway, CV
92010, representing the applicant, requested that condition 2a be modified to
add: "to the satisfaction of the City Engineer on the replacement of curbs in
~_ front of the project".

Senior Civil Engineer Daoust said there was no objection to that modification.
No one else wishing to speak, the public hearing was closed.
MSUC (Pressutti/Cannon) to find that this project will have no significant
environmental impact and adopt the Negative Declaration issued on IS-81-50.
MSUC (Pressutti/Johnson) that based on the findings contained in Section "E"
of the staff report, to adopt a motion recommending the City Council approve
the tentative subdivision map for Le Trianon, Chula Vista Tract 84-4, subject
to the two conditions in the staff report with condition "a" modified to
include "to the satisfaction of the City Engineer on the replacement of curbs
in front of the project".
DIRECTOR'S REPORT:
- The agenda for the workshop meeting on March 21, 1984, was distributed.
- The option of attendance on either March 21 or March 22 of the special
Training program for the Boards and Commissions was discussed.
MSUC (Shipe/Cannon) to attend the Wednesday study session and Thursday
Boards and Commissions' Training Program at the option of the individual
members.
COMMISSION CO~4ENTS:
Commissioner Green stated the methods of enforcing the future
upkeep/maintenance of small condominium projects should be discussed at a
workshop session.
Chairman O'Neill thanked Commissioner Pressutti for the material he
brought from the League of California Cities' Institute.
