I tern 6 Meeting Date 9/27/88 ITEM TITLE: Resolution Approving the Agreement with Consultants, Inc. for landscape architectural services for development of a master plan for Eucalyptus Park ~~ Director of Parks and Recreation City Manager ~ BSI the SUBMITTED BY: REVIEWED BY: (4/5ths Vote: Yes Nox ) -- The Parks and Recreation Department received proposal s from approximately 20 landscape architectural firms in response to a Request for Proposals (RFP) for the preparation of a master plan for Eucalyptus Park. A three member selection committee reviewed the proposals and selected three firms to interview. A separate four member panel interviewed these firms and selected 8SI Consultants, Inc. because of its park design experience, competitive fee, qualifications of the project team, and services offered. RECOMMENDATION: That the City Council adopt the resolution approving the agreement 'Ni th 8SI Consul tants, I nc. for the development of the master pl an for Eucalyptus Park. .BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSS ION: Attached to the resolution is a copy of the proposed agreement with the firm. This firm will conduct a site analysis, have a topographic survey prepared, make an inventory of all existing improvements, and prepare concept plans for the redesign of the park site. The master plan process will involve the design, redesign or relocation of new signage, new park fixtures including trash receptacles, tables, benches and picnic shelters, new landscaping, improvements to the irrigation system, improved parking areas, new play equipment with expanded play lots, walkways, security lighting, and ballfield lighting. In addition, the consultants will study the feasibility of combining a recreation center with the American Legion; review locations of all park buildings, including the American Legion, YMCA, and park maintenance buildings for aesthetics and effectiveness; make recomrnendati ons for erosi on control on existing slopes; and study the feasibility of overlaying soccer fields on ball fields, adding additional tennis courts to develop a tennis center and covering the drainage channel to increase parking area. . << - f 2, /) f':t^ I j / ~ . Page 2, Item 6 Meeting Date 9/27/88 The proposed fee is $30,721, which will fund surveying and field verification, soil testing, preliminary cost analysis, site analysis/inventory, two preliminary plans and one final concept plan, two public presentations to the Parks and Recreation Commission and City Council, one presentation to the Design Review Committee if needed. Twelve hundred fifty dollars is available for reimbursable expenses and $3,000 for additional work, if needed, and approved by the Parks and Recreation Director. Per Council IS previous request regarding preparation of park master plans, two alternative concept plans will be prepared, one for a basic park and one for a top-of-the-1ine park, along with cost estimates. The analysis and inventory phase will be completed by November 22,1988, and the desi gn phase is set to be fi ni shed by February 9, 1989. The proposed master plan will be presented to the Commissions and Council in February and March 1989. If the City accepts the master pl an, an amendment to the agreement may be negotiated with the firm for the development of construction documents and bid specifications and construction administration.
