An application was filed by the McKinley Group for the EastLake Development
Company with the Local Agency Formation Commission on July 6, 1988, for the
annexati on of approximately 1.1 acres from the uni ncorporated area of the
County to the City of Chula Vista. The subject territory is a triangularly
shaped parcel located northerly of the intersection of Boswell Road and Miller
Drive (Exhibit A) and bordered by the City of Chula Vista and its EastLake
Business Park on the south (Exhibit B). The proposed reorganization is
sanctioned by the adopted Sphere-of-Influence of the City of Chula Vista.
An Initial Study, IS-88-86 of the possible adverse impacts of the project was
conducted as part of the prezoning by the Environmental Review Coordinator on
July 1, 1988, who concluded that there would be no significant environmental
effects. The City Council of the City of Chula Vista adopted the Negative
Declaration on July 26, 1988.
On September 12, 1988, the Local Agency Formation Commission, adopted a
resol uti on approvi ng the proposed reorgani zati on (Reference No. CA-88-2). In
accordance with the regul ati ons of the Cortese Knox Local Government
Reorganization Act of 1985, the Local Agency Formation Commission has referred
the matter to the City of Chula Vista for its action.
RECOMMENDATION: That Council adopt a resolution approving the annexation
known as "EastLake Business Park Annexation."

Existing Site Characteristics
The subject area is generally flat. The land is vacant. Access to the
property will be gained from Boswell Road in the future.
General Plan and Prezoning
The subject lands are prezoned "PC-EastLake Business Park No.2," which is
generally sancti oned by the EastLake Amendment to the Chul a Vi sta General
Plan. Scenario 4 of the City of Chula Vista General Plan Update proposes an
"industrial" designation for the said lands.
Reason for Proposed Annexation
If the proposed annexation is approved, EastLake Development Company plans to
provide expanded lot depths to existing industrial lots in the EastLake
Industri al Park. These lots wi 11 be subsequently con sol i dated into one new
lot, and Miller Drive north of Boswell Road would be vacated.
Municipal Services
This area is within the Otay Water District. The EastLake Development Company
has submitted an application, to the Local Agency Formation Commission, to
annex to a water improvement district. Sewer service will be provided by the
City of Chula Vista if the annexation is successful. Police and Fire
protection, as well as other municipal services will be provided upon
annexation.
FISCAL IMPACT: Pursuant to the Master Property Tax Transfer Agreement wi th
the County, Chu1a Vista will receive 41% of the pooled property tax base and
the County wi 11 recei ve 59%. The annexati on is not expected to have an
adverse economic impact on the City.
