At the Counci 1 workshop of December 17, 1987, representati ves of the Ba 1 dwi n
Company expressed interest in the eventual annexation of their 1,200 acre
parcel to the City of Chula Vista. Two hundred forty (240) acres of Baldwin's
holdings, situated northwest of the upper Otay Reservoir and extending
easterly from the east edge of the Otay Water Di stri ct property, are outsi de
of the City of Chul a Vista I s adopted Sphere of I nfl uence and Pl anni ng Area.
At the same workshop, Baldwin representatives expressed interest in the City
of Chula Vista amending its Planning Area to include all of Baldwin's
hol di ngs. The City Council was in general agreement and di rected staff to
include the property within the Chula Vista Planning Area and the General Plan
Update.
On July 26, 1988, the Watson Land Company, owner of 160 acres, situated
conti guously to the north and east of Sal t Creek Ranch's most northeasterly
portion, also expressed interest in the City of Chula Vista's inclusion of
their land in Chula Vista.
RECOMMENDATION: That Council:
1. Authorize the inclusion of the Watson McCoy Ltd. property within the Chula
Vista Planning Area.
2. Instruct P&D Technologies to include the subject holdings within the
General Pl an Update, and to assi gn to them suggested 1 and use,
conservation, and public facilities designations and to carry out
environmental assessment.

DISCUSSION:
Rationale for the inclusion of the Watson-McCoy property within Chula Vista's
Planning Area.
As the Watson-~1cCoy property is conti guous to the Sal t Creek Ranch, it woul d
be logical to extend the City of Chula Vista services to their property.
The size of the property suggests that a comprehensive approach to its master
planning will be necessary. The City of Chula Vista has extensive experience
in planning large tracts of land.
Access to the property will most likely come from the City of Chula Vista's
circulation system.

CONCLUSION:
The subject territorial holdings are physically and visually a part of the
