In March of 1988, Council approved the list of local street and road projects
to be funded with Proposition A Transportation Sales Tax revenue. Among the
projects listed was a project to widen Main Street from Industrial Boulevard
to Interstate 5. This project has been approved for design funding with Sales
Tax revenue through the Regional Transportation Improvement Program. Staff is
in the process of prepari ng constructi on pl ans for thi s project. However,
certain topographical and surveying information is required which is not
available through in-house resources. Therefore, staff is recommending a
consultant be hired to provide the necessary surveying services.
~OMMENDATION: It is recommended that Council adopt a resol uti on for the
~y to enter into an agreement with Biggs Engineering Corporation to prepare
aeri al topo and record of survey maps and to provi de surveyi ng servi ces for
the widening of Main Street from Interstate 5 to Industrial Boulevard.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
On June 7,1988, staff prepared a request for proposals to provide surveying
services and preparation of aerial topo maps for the widening of Main Street
from Interstate 5 to Industrial Boulevard. The request for proposal s were
sent to ten firms and a notice was publ ished in the San Diego Union. Three
firms responded with proposals to provide the required surveying services. Of
the three firms which responded, Biggs Engineering provided the most complete
proposal and a subsequent visit to the corporate office confirmed their
ability to provide the required services within the required time period.
The scope of work to be contracted includes preparation of aerial topo and
record of survey maps and cross secti ons. The maps and survey i nformati on
collected will be digitized in a format compatible with the City's VERSACAD
computer aided drafting system. Biggs Engineering will also set that
monumentati on requi red to re-trace the survey and the monumentati on requi red
to rehabil itate or reconstruct any found monuments at no additional cost to
the City.

Biggs Engineering is able to comply with City requirements for insurance as

$250,000 Errors and Omissions insurance
Reduction of the Errors and Omission insurance from $500,000 has been approved
by City's Risk Analyst. The City Attorney's office has also reviewed and
approved the contract as to form.
Staff recommends Council approve the agreement between the City and Biggs
Engi neeri ng Corporati on for surveyi ng servi ces and preparati on of record of
survey and aerial topo maps.
