and conditions of employment with the Western Council of Engineers
for FY 1988-89

The City's negotiating team has concluded a Memorandum of Understanding with
the Western Council of Engineers (WCE) which has been ratified by their membership.
The major changes to the existing MOU are highlighted below.
RECOMMENDATION: Adopt resolution approving the Memorandum of Understanding.

2. Professional Development
The fund for professional development which was established similar
to that for employees represented by CVEA and middle managers, has been
increased from $825 to $1,700.
3. Flexible Benefit Plan
The market basket amount will increase to $3,467 for WCE effective
July 1, 1988.

Sick Leave Reimbursement

Members of the Western Council of Engineers who were employed on or
before June 30, 1979 were allowed to receive 25% payment for up to 120
days of unused sick leave upon separating from the City or being promoted
to a position not represented by WCE. Those members who were eligible
for this benefit were not eligible to receive the sick leave reimbursement
benefit provided to other City emp1yees, which is the option of converting

25% of their annual sick leave accrual to pay if they have used less
than four days of sick leave during the fiscal year.
It is proposed to modify this section of the MOU to allow WCE members
who were employed on or before June 30, 1979 (two members) to be eligible
for the annual sick leave reimbursement provision as well. Under the
modification, those two members, both of whom have accrued the maximum
allowed (120 days) will someday be eligible for 30 days sick leave pay
(25% of 120 days). Beginning July 1, 1988, these two employees will
be eligible for the annual reimbursement as is provided to other members
of this unit and most all other City employees.
FISCAL IMPACT:
The approximate cost of this salary and fringe benefit package is $58,600, which
falls within the guidelines authorized by the City Council.
