A project to perform a metes and bounds survey of the Woodlawn Park
subdivision was approved by Council in the FY 87-88 budget. The maps of the
area received from the County subsequent to its annexation by the City appear
to indicate possible encroachment by private construction into the street
ri ght-of-way and encroachment by the street pavement into pri vate property.
The survey will fix the location and map and monument the street rights-of-way
and determi ne the extent of encroachments. The survey i nformati on Hi 11 be
useful in determining future location of street improvements and dedications
to be required as conditions of development in the area.
RECOMMENDATION: That the City Council approve attached agreement with Rick
Engineering Company.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
In May of this year, City staff requested proposal s from various engineering
firms for the preparation of aerial topo and record of survey maps to
establish property lines and location, extent of existing streets and
monuments in Woodlawn Park area in the City of Chula Vista, CA.
Basically, the Engineer agrees to perform the following work:
1. To Prepare and Provide a Record of Survey Map
A. The exi sti ng ri ght-of-way of the foll owi n9 streets as well as the
Woodlawn Park Subdivision boundaries and property lines location
shall be determi ned and shown on a record of survey map fi 1 ed and
approved by the County of San Diego:

The fOllowing subdivision map shall be used to establish the
horizontal control: Map 1271. A horizontal tie between any monuments
adjacent to the streets shall be shown on the record of survey. All
poi nts shown on the map shall be ti ed to the Cal iforni a Coordi nate
system.

2. To Prepare and Provide a Topography Map
A. The topo map shall be "0" size sheet mylars with the City of
Chula Vista standard title block. The right-of-way information
from the record of survey map shall be shown on the topo
drawings along with horizontal ties between existing monuments.
In addition to the individual "0" sheets, the Consultant shall
provide one mylar sheet with the topo for the entire project
limits.
B. Topo map shall be based upon Bench Mark #1170 elevation 132.019
L & T w/side light standard SE/Main St. and Otay Valley Rd.
These are to be used for vertical control. A differential level
circuit between the monument and the existing monuments in
Woodlawn Park area shall be made to determine any error in
vertical elevation.
C. All existing topo items shall be shown on the drawing including
the existing improvements and the natural channel adjacent to
Sycamore Dr.
O. Elevation of all slabs, bottom of walls, top of walls, etc.
shall be within l/lOth of a foot. Existing improvements (curb,
gutter, sidewalk, driveways, etc.) on: fv1ain St., Walnut Dr.,
Orange Ave., Spruce Rd., Lotus Dr., Sycamore Dr., Maple, Palm
Rd., and Date Rd., if any shall be shown. Horizontal position
and elevation of those improvements need to be within l/lOOth of
of a foot.
E. The record of survey an topo map shall be digitized and
submitted on magnetic 5-1/4" floppy disk compatible with Versa
Cad.

The various proposals were reviewed by staff. Based on the content of the
proposal, as well as the fee, staff is recommending that the City enter
into an agreement with Rick Engineering Company to perform the work.
In additi on to the proposed fee, a conti ngency fund in the amount of
$3,500 is included in the contract for the monumentation of survey
points. It is estimated that 20 monuments at a cost of $175 each will be
required. The City will retain the option to increase or decrease the
number of monuments at the stipulated price.

It is anticipated that will be completed within two months after notice to
proceed is given.
FINANCIAL STATEMENT: Funds requi red to perform thi s work were appropriated
through the FY 1987-88 CIP budget and are available in the amount of $65,580,
Account 640-6400-0P107.
