The City Council approved an agreement with the architectural firm of Visions
on October 27, 1987, to prepare a master pl an for Norman Park Center. That
agreement was entered into pursuant to a Request for Proposal s, with the
understanding that a separate agreement for construction document development
would be negotiated upon satisfactory completion of the master plan. The
Redevelopment Agency approved the master plan at its August 2, 1988 meeting
and directed staff to return with an agreement for development of construction
drawings.
RECOMMENDATION: That the Ci ty Counci 1 adopt the resol uti on approvi ng the
agreement with Visions for design development, construction document
development and related services for Norman Park Center renovation.

DISCUSSION:
Per the agreement attached to the resolution, the architect will prepare
desi gn development and constructi on documents for all of the i nteri or and
exterior building improvements to the Center, as discussed in the master plan
approved by the Agency. In additi on, the architect will prepare pl ans and
construction documents for the eastern expansion of Cornell Hall, as approved
by the Agency. The proposed contract also provides for selection of interior
furnishings by the architect, assisting with bid selection, as needed, making
site visits during construction to provide clarification of drawings to the
contractor, as needed, and preparation of as-built construction drawings. It
is further proposed that the architect have 1 andscape pl ans prepared for the
Center by a landscape architect working as a subconsultant. These plans will
then be submitted to the Design Review Committee. The contract cost for these
proposed services is $115,090, with an additional $3,500 for reimbursable
expenses.
It is proposed to have the design development phase completed by mid-October,
construction document phase by the end of December, and City and State review
phase by the end of March, 1989. With this schedule, the project would be bid
in April 1989 and construction could begin by July 1989.
FISCAL IMPACT: The project account currently has $356,000 avai 1 ab 1 e.
Approximately $237,000 will be remaining in the account for construction
purposes after payment for these contractual services. Staff will be
returni ng to Council withi n 30-60 days wi th recommendati ons for additi onal
funding for construction.
