Item 12 Meeting Date ~ 5'//g~Y6 ITEM TITLE: Resolution /3 717- Approving Arguments Propositions on the November 8, 1988 ballot ~ Assistant City Attorney for the City SUBMITTED BY: (4/5ths Vote: Yes___No~) At the meeting of August 9, 1988, the City Council took action to amend the ballot propositions previously approved by deleting the proposition relating to potential compensation for Planning Commission members and revising the methodology by which the Mayor's salary, and in turn, Councilmembers salaries, would be determined. This report forwards the City Attorney's Impartial Analysis of each of the proposed measures for your review and comment and presents a resolution which, if adopted, will approve the language for the ballot arguments in favor of the City propositions. ROCOMMENDATION: (1) Review and comment on the attached Impartial Analyses (2) Approve the attached resolution approving the ballot ~ arguments for the various propositions BOARDS/COMMISSIONS RECOMMENDATION: N/A DISCUSSIOO: The substantive change made by the Council to the proposition relating to the Mayor's salary at the meeting of August 9, 1988 was to change the methodology by which the Mayor's salary was established. The initial formulation of the proposition merely pegged the Mayor's salary to 60% of the salary of a member of the San Diego County Board of Supervisors ( currently $61,927.20). The Board of Supervisors members salaries, in turn, are 80% of the current salary of a Judge in the Municipal Court (currently $77,409). If fixed in that manner, the Mayor's salary was subject to potential annual increases of not to exceed 5%, depending upon the average increase for state employees, since that it the formula by which the Municipal Court judges salaries are increased. Rather than express the salary in those terms, Council chose to establish a fixed base salary at the approximate amount of 60% of the current Board of Supervisors members salaries (60% x $61,927.20 equals approximately $37,200). The City Council would have to approve any annual increase wi thin the cpr increase, and the voters of the City would have to approve any increase greater than the annual CPI increase. The actual Charter language change will appear in the voter's pamphlet as follows: Mayor's Compensation Sec. 304(c) Compensation. The Mayor shall receive an annual salary of t~~ritttt~0t/////~~/////~iV/////K$lA'000'001 thirty-seven thousand two hundred dollars ($37,200.00) per year and shall receive reimbursement on order of the Council for Council-authorized travel and other expenses when on official duty out of the City, and in addition, shall receive the saum of fifty dollars ($50.00) per month, which amount shall be deemed to be reimburwement of other out-of-pocket expenditures. The City Council may also provide, by resolution, for the payment to the Mayor of an allowance of a sum certain per month, as reimbursement for the additional demands and expenses made upon and incurred by the Mayor.
