DISCUSSIOO:
The substantive change made by the Council to the proposition relating to the
Mayor's salary at the meeting of August 9, 1988 was to change the methodology
by which the Mayor's salary was established. The initial formulation of the
proposition merely pegged the Mayor's salary to 60% of the salary of a member
of the San Diego County Board of Supervisors ( currently $61,927.20). The
Board of Supervisors members salaries, in turn, are 80% of the current salary
of a Judge in the Municipal Court (currently $77,409). If fixed in that
manner, the Mayor's salary was subject to potential annual increases of not to
exceed 5%, depending upon the average increase for state employees, since that
it the formula by which the Municipal Court judges salaries are increased.
Rather than express the salary in those terms, Council chose to establish a
fixed base salary at the approximate amount of 60% of the current Board of
Supervisors members salaries (60% x $61,927.20 equals approximately $37,200).
The Council further determined to make that base salary subject to potential
increases either within or in excess of the annual increase in the Consumer
Price Index for All Urban Consumers/All Items Component in the San Diego
