In September 1986 the leg'<<lature passed and the Governor signed into law
SB 880 authored by Senator Leroy Greene. S8 880 provi ded funds to the Energy
Commi ssi on to carry out a vari ety of energy assi stance programs for local
governments. Some of these funds were assi gned for energy support to local
governments through the CECls Energy Partnership Program. Through this
program, rising energy costs can be reduced and funding for energy specialists
can be provided to local governments.

RECOMMENDATION: That the Council approve the resolution approving an
application to the California Energy Commission and authorizing and directing
the Building Maintenance Superintendent to file the application with the
California Energy Commission.

DISCUSSION:
"
Under the California Energy Commission's Energy Partnership Program, a full
range of technical assistance is available. Engineering, financial and legal
experts can provide assistance in such areas as: identifying fleet vehicle
fuel use reducti on, i dentifyi ng conservati on proj ects, eval uati ng al ternati ve
energy generation projects, negotiating utility rates, conducting engineering
analysis, provide on-site training. Assistance in most areas is available at
this time. Any city, county or regional planning agency in California is
eligible to participate and apply for assistance in these programs. To apply,
the California Energy Commission requires an application, a resolution from
the local governing body authorizing appl ication to the Energy Partnership
Program, and copies of any completed studies or surveys relevant to a proposed
project. Among the possible projects is installation of new HVAC equipment at
public facilities which will provide for energy reductions. Although the
program requires a 25% matching contribution from the local agency, this is
only a preliminary application and the final project has not yet been
determined. Once information is received from the California Energy
Commission on our application, we can proceed with other more finalized
plans. At that point in time, we will be in a better position to know exactly
the cost of this program. If the costs are too high, we are not committed and
need not follow through with a project.

FISCAL IMPACT: None at this time. Once the application is reviewed and
accepted, a follow-up report will be submitted to the Council outlining
proposed projects, tentati ve costs to the City, and contributi ons provi ded
through this program.
