As a means to reduce the number of employee vehicles which are parking for
extended periods of time in front of residences, it has been requested by the
Fig Avenue Closure Committee to limit parking on Fig and Guava Avenues between
Shasta Street and "I" Street and al so on Shasta Street between Fi g and Fourth
Avenues.
RECOMMENDATION: That Council adopt thi s resol uti on to establ ish a 2-hour
parking limit and to authorize the issuance of residential exemption permits.
BOARDS/COMMISSIONS RECOMMENDATION: Fi g Avenue Closure Committee recommended
that a l-hour on-street parking limit be established in this area and that
exemption permits be made available to area residents.
DISCUSSION:
Resi dents 1 i vi ng on Fi g Avenue, Guava Avenue and Shasta Street between "H"
Street and "I" Street have requested, through the Fig Avenue Closure
Committee, the establishment of a one-hour parking limit on these residential
streets. Vehicles from the neighboring businesses on "H" Street and "I"
Street have been parking for extended periods of time, thereby severely
limiting residential parking on these streets.
A meeting of the Fig Avenue Closure Committee, which was advertised by letter
to the entire surrounding community, was held on June 15, 1988, to discuss the
issue of street parking restrictions. The Committee recommended that a l-hour
on-street parking limit for Shasta Street and Fig and Guava Avenues be
instituted for the hours that surrounding businesses are open (8 a.m. to
6 p.m. Monday-Friday and 8 a.m. to 12 noon, Saturday). The Committee also
recommended that exemption permits be made available to local residents.
Staff concurs with the need for limited time parking, but believes that a
two-hour limit would be more appropriate for the following reasons:

A one-hour time limit is very restrictive and may not allow sufficient
parking time for residents, visitors or persons performing home repairs.

Police Department enforcement of a one-hour limit may not be effective
because the offi cer coul dn I t make all of the rounds in that short a time
period. If this area is made a one-hour 1 imit, two scenarios could
result: a) the parking time limit would be inadequately enforced, or b)
other areas in the City requiring parking enforcement could suffer.
The Chula Vista Code does not have any provisions to exempt residents from
a one-hour time 1 imi t restri cti on. Therefore, modi fi cati on of the Code
would delay the implementation of a residential permit and time limit
restriction.

Staff believes that the two-hour parking limit will work, however, should
a shorter time be required based upon complaints, etc., staff will revisit
the issue and consider an ordinance change to allow residents permits in
one-hour zones.
To alleviate the parking impact in the Fig Avenue residential neighborhood
caused by nearby businesses, staff recommends that a two-hour on-street
parking limit be established between the hours of 9 a.m. to 6 p.m., Mondays
through Fridays, including a IIresidential exemption permit feature, II on the
following streets:
Fig Avenue from Shasta Street to 11111 Street, both sides.
Guava Avenue from Shasta Street to "III Street, both sides.
Shasta Street from Fig Avenue to Fourth Avenue, both sides.
Residents affected by the proposed two-hour limit have been notified and
invited to attend the August 9, 1988, Council meeting.
FISCAL IMPACT: Twelve signs and posts at $50 each = $600.
