Staff is recommending the establishment of the position of Senior Crime
Prevention Specialist in the 1988-89 Police Department budget. This position
would replace a Community Service Officer position that is currently vacant.
RECOMMENDATION: Adopt resolution amending the budget.

DISCUSSION:

Since the inception of our Crime Prevention/Neighborhood Watch Program, staff
has utilized a sworn Police Agent to manage the program. In August of 1987 a
second position, a Community Service Officer, was added to the Crime
Prevention Unit. Community Officer Don Read was assigned to fill that
position.
Don Read had previous experience in promotions and sales and in a few months
he revitalized the program. He created a series of new Crime Prevention
Programs working closely with the business and school communities as well as
establishing new life in the Neighborhood Watch Program. He established close
liaison with the Crime Analysis Unit to feed the latest crime information to
the busi ness and resi denti a1 community. A quarterly news1 etter was
distributed throughout the community. Primarily through the work of Don Read,
the program has been completely revitalized. On April 1, 1988, Don Read left
the department to accept the position of Executive Director of the Chula Vista
Chamber of Commerce.
Staff's experience with Don Read emphasizes the point that a civilian with the
appropri ate background can be very successful in formu1 ati ng an effecti ve
Crime Prevention Program. The average Community Service Officer (CSO) does
not have the experience or desire to work in a Crime Prevention Program. In
fact, most CSOls use the position as a step towards a Peace Officer position.
Several law enforcement agencies in San Diego County are utilizing a Crime
Prevention Specialist classification to staff their Crime Prevention units and
they feel that it has resulted in the hiring of personnel who can perform at
an effective level as well as continuity and stability to the program.

Therefore, staff is recommending the addition of the position of Senior Crime
Prevention Specialist who will assist the Police Agent in carrying out our
Crime Prevention program.
The recommended salary range for this new position is $1,945 to $2,350,
compared to the Community Service Officer salary of $1,504 to $1,844.
FISCAL IMPACT: At the E step level, this new position will increase the
annual salary by $6,072. Sufficient funds are available in the Investigative
Division salary and fringe benefit accounts to cover the additional expense.
