RECOMMENDATION: Adopt the resolution DISCUSSION: After its joint meeting with the City Council last night (August 8, 1988), the Charter Review Committee met to consider the comments of the City Council and . to reconsider its position on the various ballot measures for the November 8, 1988 election. The main focus of the discussion was the compensation issues. Based on comments from the Council and members of the public, the Committee was very concerned with the potential opposition to the measures to establish a new method for Mayor and City Council compensation. The Committee discussed the proposal to set a flat salary with limited periodic increases. This is an item that the Committee had given a great deal of consideration to before. The Committee re-examined the reasons it rejected this proposal before and carne up with the suggestion it did. After weighing the arguments, the Committee decided to reaffirm its prior position with one exception. The Committee did vote 4-2 to recommend to Council that it rescind its prior action placing an amendment to Charter Section 60l(b) to allow compensation for planning commissioners. There were two reasons for this recommendation. The first reason was a belief that there are too many compensation issues on the ballot already. The second reason is the Committee's belief that citizens serve on all boards and commissions as a way of giving back to the community and not to receive compensation. A copy of the draft minutes is attached to give further insight into the deliberations of the Charter Review Committee. The Charter Review Committee has not had an opportunity to review these minutes or to approve them. FISCAL IMPACT: N/A 4532a .
