BACKGROUND On May 1, 1979 the city received an application from Dennis B. McCann fora reorganization to the City of Chula Vista of a 1.12 acre single parcel of vacant property located at the northeast terminus of Greenwood Place. The area proposed for reorganization is described in Exhibit A and shown on Exhibit B attached hereto. B. DISCUSSION The applicant proposes to split the purpose of developing each lot with tentative parcel map, TPP1-79-17, is facilitate the proposed lot split. property annex to the City of Chula C. At their regular meeting of November 5, 1979 LAFCO passed and adopted a resolu- tion approving the proposed "f4cCann/Greenwood Place Reorganization" involving annexation to the City of Chula Vista and detachment from the San Diego County Flood Control District, Zone 3. 2. LAFCO determined that pursuant to Government Code Section 56271.1 the City of Chula Vista is hereby authorized to initiate reorganization proceedings in compliance with Government Code Section 56430 et seq. and this resolution, without notice and hearing and without an election. F. FIRE PROTECTION 1. The h1cCann property is currently provided fire protection service by the Bonita- Sunnyside fire Protection District. In order to avoid dual taxation for fire protection service by both the city and district when annexation takes place, it is necessary that the territory be detached from the district. 2. Detachment proceedings can be initiated by Council resolution pursuant to Section 13952 of the Health and Safety Code of the State of Calfiornia.
